Presenting the Summary Report on the results of the thematic supervision "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023", Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh, Deputy Head of the Standing Committee of the Supervision Delegation, said:

By the end of 2023, after 2 years of implementing Resolution No. 43, our country has gradually reopened the economy and restored economic and social activities. At the 5th Session, the 15th National Assembly issued Resolution No. 90/2023/QH15 dated June 8, 2023 on the National Assembly's Supervision Program in 2024 and Resolution No. 94/2023/QH15 dated June 22, 2023 on the establishment of a Thematic Supervision Team "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023".

Many goals set were basically completed.

The outstanding result is that after 2 years of implementation, many goals and targets set in Resolution No. 43 have been basically achieved. GDP growth in 2022 reached 8.12%, the highest growth rate in the period 2011 - 2022; in 2023 it reached 5.05%, which is quite high in the context of the world and the country facing many new difficulties and challenges. Maintaining macroeconomic stability, major balances of the economy are ensured; flexible management, close and harmonious coordination between fiscal and monetary policies; mobilization, allocation and regulation of the use of public investment capital help bring resources into the economy reasonably; inflation is controlled, interest rates and exchange rates are managed appropriately and stably; budget deficit and public debt are within the scope permitted by the National Assembly and lower than the expected level.

Many policies have been put into practice and have been effective in a timely manner; the specific mechanisms approved by the National Assembly have been effective, enhancing the responsibility, management capacity, proactiveness and creativity of ministries, branches, central and local agencies, shortening implementation time, promoting capital disbursement progress, supplementing important and timely cash flows for the economy, and at the same time, promoting the effectiveness of investment projects...

The Prime Minister has established the State Steering Committee for important national and key transport projects to resolve and remove many difficulties and obstacles in implementation, especially in compensation, support, resettlement, and quarrying of earth and sand for the projects. Although the progress of project preparation has not yet met the Government's requirements, it has been significantly shortened compared to the actual implementation of previous projects.

In the context of many difficulties in construction materials and being greatly affected by the COVID-19 pandemic, the Government has directed relevant agencies to make efforts to complete and put into operation 635 km of the Project to invest in the construction of a number of expressway sections on the North-South Eastern route in the 2017-2020 period, bringing the total length of expressways nationwide to 2,001 km. Along with the fiscal policies to stimulate consumption of Resolution No. 43, important national projects have strongly promoted the total investment demand of the economy, creating an important driving force to promote growth and socio-economic development.

Limitations still exist

The monitoring report also pointed out shortcomings and limitations such as: Investment preparation work for some projects is slow, not ensuring readiness for implementation and capital disbursement according to the deadline requirements of Resolution No. 43. The implementation progress and capital disbursement of many projects do not ensure the prescribed deadline in 2022 - 2023, especially investment projects in the fields of health and information technology have very slow progress.
Some policies did not achieve the planned targets, such as: the policy of supporting interest rate of 2%/year through the system of commercial banks achieved a low disbursement rate (only reaching about 3.05% of the plan); the policy of supporting rent for workers (reaching 56% of the plan), had to transfer resources to implement other policies.

Support policies for people and workers in some localities are still slow and confusing; appraisal and settlement of support payments to beneficiaries face many difficulties and are slower than required.

The economy's capital absorption capacity and the competitiveness of the domestic business sector are still low when input costs and imported raw materials increase, output markets, orders, and business revenues decline, affecting the ability to repay bank loans, potentially causing the risk of bad debt. By the end of 2023, many businesses will still face difficulties and challenges and have not recovered from the impact of the COVID-19 pandemic.

Chairman of the National Assembly's Finance and Budget Committee, Deputy Head of the Supervisory Delegation Le Quang Manh also said: The progress of completing some projects is still slow compared to the requirements in the National Assembly's Resolutions, some projects are expected to increase the total investment, leading to the need to adjust the project investment policy. For some projects divided into component projects operated independently by different localities as the managing agencies, it is difficult to harmonize, coordinate, and balance the total investment between the component projects.

Forecasting and investment preparation for some projects are still limited, not fully anticipating difficulties and obstacles in the implementation process, not ensuring long-term vision, leading to adjustments during implementation; some newly completed projects put into operation in a short time have had to propose expansion investment.

In some projects, the implementation of design preparation, appraisal, and approval and cost estimates is still inadequate; acceptance, payment, investment cost management, and construction quality still have some limitations.

Some projects have been completed and put into operation but have not been invested in synchronously in rest stops and intelligent transport systems (ITS); the lack of toll collection has led to difficulties in management, operation and maintenance of the works; on many sections and routes, there are still shortcomings...

Continue to remove difficulties and obstacles

To overcome shortcomings and limitations and improve the effectiveness of implementing Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly and Resolutions of the National Assembly on a number of important national projects, the Supervisory Delegation recommends focusing on implementing the following tasks and solutions:

Regarding the implementation of Resolution No. 43/2022/QH15, the Government is requested to direct ministries, branches and localities to urgently review and find solutions to resolve recommendations, difficulties and problems related to the implementation of investment projects mentioned in the Monitoring Report; speed up the progress of implementation and disbursement of investment projects using capital from the Socio-Economic Recovery and Development Program, striving to complete the disbursement of the Program's allocated capital by December 31, 2024 according to the required progress in Resolution No. 110/2023/QH15 of the National Assembly to put the projects into use, promote the effectiveness of capital investment...

Localities continue to pay attention to reviewing and having drastic and timely solutions to remove difficulties and obstacles of enterprises, organizations and business households in the province and city to support recovery, promote growth, develop production and business, create jobs for workers, and contribute to ensuring social security.

Regarding the implementation of the National Assembly's Resolutions on a number of important national projects, it is recommended that the Government pay attention to directing the review of limitations and inadequacies in relevant policies and laws to amend, supplement or propose competent authorities to summarize and evaluate the piloting of specific mechanisms and policies applicable to projects, on that basis, propose to perfect relevant legal regulations.

Review and complete regulations on compensation, support and resettlement, ensuring consistency in compensation policies in border areas within the administrative boundaries of two provinces of two different projects.

Amending the law on electricity and telecommunications to overcome difficulties in relocating technical infrastructure works of a specific and complex nature such as high-voltage power lines, telecommunications cables, etc.
