Rekindle the spirit of business companionship

On the side of Ha Nam province, there were comrade Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, along with comrades in the Provincial Party Committee Standing Committee and key leaders of Ha Nam province.

After 26 years of re-establishing the province (1997-2023), from a purely agricultural province with a low starting point, poor facilities, outdated urban infrastructure, and difficult people's lives, Ha Nam has become a dynamically developing province with rapid economic growth and many important achievements.

In the period of 2021-2022, the average economic growth rate of the province reached 10.06%/year - a high increase compared to other provinces in the region and the whole country. State budget revenue reached an average of nearly 14,000 billion VND/year, an average increase of 13.95%/year; in 2022, Ha Nam was able to balance its budget. The economic structure shifted positively and in the right direction. In 2020, Ha Nam became the 4th province in the country to be recognized for completing new rural construction.

GRDP in the first quarter of 2023 increased by 4.05% over the same period in 2022; tourism in 4 months reached over 3 million visitors - equivalent to the average number of visitors per year in the past 3 years; industrial production increased by 6.55% over the same period; attracted 10 investment projects (6 FDI projects, 4 domestic projects) with a total registered investment capital of 87.34 million USD and 817.5 billion VND; total retail sales of goods and consumer service revenue reached 16,302.6 billion VND, up 38%; total export turnover reached 2,017.8 million USD, up 31.6% over the same period last year. Implement investment in the construction of key projects with spillover effects, creating momentum for socio-economic development, and regional connectivity.

National Assembly Chairman Vuong Dinh Hue highly appreciated the dramatic change of Ha Nam, from a purely agricultural province to a fairly developed province in the region, with dynamic development and rapid economic growth. National defense and security have been maintained. The work of receiving citizens, handling petitions, complaints and denunciations has received attention from leaders and direction. Party building work has received great attention. The activities of local elected agencies have been very prosperous. The province has issued many documents to lead and direct the implementation of the Resolution of the 13th National Party Congress, with a visionary mindset. Budget revenue has increased faster than economic growth.

In the coming time, National Assembly Chairman Vuong Dinh Hue suggested that the province continue to focus on doing well the work of Party building, building the political system, promoting the local revolutionary tradition; reviewing the implementation of the Central and local resolutions in the mid-term period to accelerate and be ready to successfully reach the finish line.

The province needs to pay attention to reforming administrative procedures and improving the investment and business environment. In particular, there should be drastic solutions to enhance the responsibility of officials and civil servants in performing their duties, overcoming the situation where some officials shirk, avoid, and fear responsibility, including those who are "full of themselves and do nothing". Pay attention to the work of planning officials for the next term, implementing rotation and training of source officials.

The National Assembly Chairman also suggested that Ha Nam review its development direction, especially planning. Ha Nam province needs to coordinate with the Ministry of Planning and Investment to submit to the Government for early approval of the provincial planning, creating motivation for people and businesses to increase investment in the locality.

Reiterating the province's goal of building Ha Nam into a prosperous province, becoming a centrally-run city by 2035, and a modern city by 2050, the National Assembly Chairman hoped that the province would clearly define its goals, strengthen its development aspirations, innovate its thinking and vision; promote its potential and strengths as a southern gateway province of the capital; and quickly complete the construction of Ring Road 5 connecting with the capital region.

Regarding new rural construction in the coming time, Ha Nam needs to promote ecological agriculture, modern countryside and civilized farmers.

The province needs to rekindle the spirit of local authorities accompanying the people and businesses, not waiting until difficult times to find solutions. Continue to carry out cultural and social security activities well. The province has developed more, so it needs to provide more social security and welfare for the people, so that the people can benefit more from the development achievements.

The National Assembly Chairman also suggested that Ha Nam continue to improve the quality of activities of elected agencies in the direction of more companionship and support for the government; not forgetting to carry out national defense and security tasks; continue to promote the work of preventing and combating corruption and negativity, focusing on sensitive areas that are prone to negativity...

Basically agreeing with the recommendations raised at the meeting, the National Assembly Chairman said that he would assign the National Assembly Secretary General to send documents to competent agencies regarding Ha Nam's recommendations for resolution according to their authority.

* Also during his working trip to Ha Nam province, the National Assembly Chairman attended the groundbreaking ceremony of the Phu Thu intersection investment project and the opening ceremony of the Sports Complex.

That same evening, the National Assembly Chairman will attend the opening ceremony of the Ha Nam Cultural Tourism Week, an event celebrating the 50th anniversary of the establishment of Vietnam-Japan diplomatic relations.
