This morning (February 6), at the National Assembly House, a conference of the Standing Committee of the National Assembly Party Committee with the Standing Committee of the Government Party Committee took place on the 9th extraordinary session of the 15th National Assembly.

Speaking at the opening of the conference, National Assembly Chairman Tran Thanh Man emphasized that this was an extremely important meeting, chaired by the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government to review the work related to the preparation for the 9th extraordinary session of the 15th National Assembly, in order to prepare the content of the session to ensure quality, efficiency and create the highest consensus of National Assembly deputies in deciding on the content and program of the session, as well as deciding on personnel work.
The 9th extraordinary session is scheduled to open on February 12 and close on February 18, 2025.
The National Assembly Chairman emphasized that the conference took place in the context of the Central and local governments summarizing Resolution 18 on restructuring the apparatus from the Central to local levels; in the context of celebrating the Party, celebrating the Spring of At Ty 2025, and commemorating the 95th anniversary of the founding of the Communist Party of Vietnam.
Accordingly, many agencies of the Government and the National Assembly have worked day and night, including Saturdays and Sundays, with a high sense of responsibility and closely coordinated to carry out assigned tasks.

The National Assembly Chairman said that yesterday, the National Assembly Standing Committee met to give opinions on the Law on Government Organization (amended) and the Law on Local Government Organization (amended), to issue resolutions at the 9th Extraordinary Session. The National Assembly Standing Committee basically reached a high level of consensus on these contents, and a number of issues will be discussed at today's conference.
National Assembly Chairman Tran Thanh Man emphasized the need to continue to innovate thinking and working methods, focusing highly on the country's development; at the same time, promoting the experience, responsibility and working methods of recent sessions, especially the 7th and 8th Sessions of the 15th National Assembly.
"In the past, the two sides have coordinated very well, now we must coordinate even better; we have been sincere and highly responsible, now we must be even more sincere and highly responsible for the development of the country.
Under the leadership of the Central Executive Committee, the Politburo, the Secretariat and General Secretary To Lam, the coordination between the Government and the National Assembly must create unity to remove bottlenecks and difficulties in socio-economic development, ensuring national defense and security and building the political system," said National Assembly Chairman Tran Thanh Man.

To thoroughly implement Conclusion No. 19 dated January 20, 2025 of the Politburo on the orientation of innovation and improvement of the law-making process, the National Assembly Chairman gave an example in the implementation of the amendment of the Law on Promulgation of Legal Documents. Previously, the law had 173 articles, after the amendment there were 72 articles, a reduction of 101 articles, equivalent to 58.38%.
The National Assembly Chairman announced that the contents of the 9th Extraordinary Session, up to this point, the two sides have basically agreed on the following contents: Consideration and approval of 4 laws; 5 resolutions serving the work of arranging and perfecting the institutions and operating mechanisms of agencies, units, and organizations of the political system; consideration and decision on 4 other contents under their authority, including the content on personnel work; and at the same time, there is a report to the National Assembly according to regulations.
The conference also heard reports from Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung and Report from Minister, Head of the Government Office Tran Van Son on preparations for the 9th extraordinary session of the 15th National Assembly.
