This morning, February 12, the 9th extraordinary session of the 15th National Assembly opened in the form of a concentrated meeting at the National Assembly House, Hanoi.
Attending the opening session were: General Secretary To Lam; former General Secretary Nong Duc Manh; President Luong Cuong; Prime Minister Pham Minh Chinh and many leaders and former leaders of the Party and State.
In his opening speech, National Assembly Chairman Tran Thanh Man emphasized that this extraordinary session is of great importance, urgently considering and deciding on many urgent issues to serve the revolution of reorganizing and streamlining the apparatus, meeting the very high requirements of the country in the new era.
This is an issue that is receiving high consensus and support from cadres, party members and people, and is also creating a premise for organizational and personnel work at the 14th Party Congress; election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

In addition, the National Assembly will consider, decide, and promptly remove difficulties and obstacles in terms of institutions and policies, create breakthroughs to perfect infrastructure, promote resources, and create new development spaces, in order to successfully implement the goals set by the 13th National Party Congress.
At the preparatory session, the National Assembly delegates reached a high consensus and voted to approve the content and agenda of the session. The National Assembly will work for 6.5 days, from February 12 to February 19, including working on Saturday.
Decide on laws and resolutions to implement the organization and streamlining of the apparatus.
At this session, the National Assembly will review and decide on fundamental laws and resolutions to implement the restructuring and streamlining of the apparatus to promptly concretize the policies and resolutions of the Party Central Committee on restructuring and streamlining the apparatus of the political system, operating effectively, efficiently and effectively, ensuring that agencies, organizations and units after restructuring and streamlining are truly "upgraded, raised to a higher level, with better quality and higher efficiency"; reducing focal points, eliminating intermediate levels, clearly defining the scope, tasks and authority of agencies according to the Constitution, promoting decentralization and delegation of power, implementing the "management by results" method, strongly shifting from "pre-inspection" to "post-inspection" associated with strengthening inspection, supervision and control of power.
The National Assembly Chairman also said that at this session, the National Assembly will consider and pass four draft laws, including: Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended) and five draft resolutions to implement the reorganization of the National Assembly and Government apparatus for the 15th National Assembly term.
In particular, the consideration and approval of the Law on Promulgation of Legal Documents (amended) is of great significance, playing a fundamental role, creating a legal corridor for the development and organization of the implementation of the system of legal documents. The draft Law has been comprehensively studied and amended, with major changes, solving practical problems, in accordance with the spirit of Conclusion No. 119 dated January 20, 2025 of the Politburo on the orientation of innovation, perfecting the law-making process, creating a legal framework to promptly remove institutional obstacles and shortcomings that have been identified as "bottlenecks of bottlenecks", so that institutions become "breakthroughs of breakthroughs", unlocking resources for the country to develop rapidly and sustainably in the new era of the nation.
Second, the National Assembly will consider and pass 7 Resolutions to promptly remove difficulties and obstacles to promote the country's socio-economic development and specific mechanisms and policies for a number of projects and works such as: Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more; investment policy for the Lao Cai - Hanoi - Hai Phong railway project; specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City by 2035; Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities; policies and specific mechanisms and policies to build nuclear power plants in Ninh Thuan...
Review and decide on personnel work
Third, the National Assembly will carry out a number of personnel work contents under its authority, in accordance with Party regulations and State laws, and perfect positions to ensure that the new apparatus operates effectively and efficiently, meeting the country's development requirements in the coming period.
