Department of Justice: Focus on improving the quality of all aspects of work

On the basis of closely following the direction of the Central and the province, the Department of Justice of Quang Ninh has made efforts to synchronously implement assigned tasks, achieving many outstanding results, contributing positively to the socio-economic development of the province.

During the year, the Department promptly advised the Provincial People's Committee to issue 85 decisions, plans, documents, reports and issued under its authority 75 plans, over 2,700 documents to direct and deploy judicial work in the area.

The work of developing, inspecting, reviewing and systematizing legal documents continues to be identified as a key task of the sector. 100% of legal documents issued by the Provincial People's Council and People's Committee are appraised by the Justice Department to ensure their legality and suitability to the province's reality. The Department has appraised 5 proposals for drafting resolutions and 95 draft legal documents (an increase of 41.8% over the same period in 2023), and commented on 108 draft legal documents of the province. Coordinated with departments, branches and sectors to help the Provincial People's Committee conduct self-inspection of 48 legal documents issued by the Provincial People's Committee, coordinated with the Legal Department to inspect 12 resolutions issued by the Provincial People's Council. The inspection showed that the documents of the province were issued in accordance with the correct order and procedures; the content and form of the documents were in accordance with the provisions of law.

During the year, the Department conducted inspections under its authority in 3 localities and inspected 32 documents issued and sent by localities, discovered 9 documents at the district level and 1 document at the commune level that were incorrect in terms of authority and format, and recommended handling according to regulations. In particular, the Department completed the plan to review and systematize legal documents of the Provincial People's Council and People's Committee for the 2019-2023 period and many other important contents to meet the requirements of building and perfecting the Socialist Republic of Vietnam's rule of law in the new period in the spirit of Resolution No. 27-NQ/TW dated November 9, 2022 of the Party Central Committee.

The work of managing and handling administrative violations and monitoring law enforcement continues to be implemented in a systematic and correct manner. The Department has advised the Provincial People's Committee to issue and promulgate many plans and documents directing the implementation of solutions to improve the effectiveness of monitoring law enforcement and handling administrative violations.

Promoting the standing role of the Provincial Council for Dissemination of Legal Education (PBGDPL), the Department has focused on advising and organizing the effective implementation of the work of PBGDPL, contributing to improving the effectiveness of law enforcement. Timely deploying and diversifying the forms of PBGDPL; promoting the application of information technology associated with digital transformation in PBGDPL. During the year, the Department signed a program of coordination of PBGDPL and communication with the Provincial Media Center; advised on the signing of a coordination program between the Provincial Delegation of National Assembly Deputies and the Provincial Coordination Council for PBGDPL for the period 2024-2026, thereby contributing to further improving the effectiveness and quality of PBGDPL propaganda work in the area. To date, the Department has organized 17 PBGDPL conferences with the participation of 32,794 people; compiled and distributed 75,000 legal brochures. Well maintained the Provincial PBGDPL Information Website with nearly 500,000 visitors.

The Department has also implemented many solutions to improve the effectiveness of judicial administration. Proactively and promptly deploy the tasks stated in the Project on developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030. Resolutely direct localities to implement the process of "officially converting approved digital data into the Civil Status Registration Management Information System"; transferred 993,210 data to the Electronic Civil Status Database (reaching 97.58%), completing the task of digitizing Civil Status Books.

The issuance of Criminal Record Certificates (LLTP) has well met the needs of organizations and individuals. The Department has issued LLTP certificates to 14,127 cases; implemented the task of digitizing information and backlogged LLTP data; built and completed the LLTP Database...

In the field of judicial support, management has been strengthened in many appropriate forms, decisions have been developed and submitted to the Provincial People's Committee for approval to put the Provincial Notary Database into operation. Strengthen inspection and supervision of the implementation of professional practice in the fields of notarization, auction, lawyer, and bailiff. Public service units continue to perform well in providing public services, meeting the requirements of organizations and individuals in the fields of legal aid, notarization, and property auction; the performance of public service units has increased compared to the same period in 2023.

In addition, the Department actively participates in the Provincial Working Groups and Councils to resolve difficulties and obstacles, especially legal issues; continues to urge, provide professional guidance, answer questions, and remove difficulties, shortcomings, and limitations in the work of localities.

With great efforts and determination, judicial tasks have been deployed synchronously, comprehensively, ensuring completeness and consistency in all fields with specific programs and plans, achieving many outstanding results and marks, contributing significantly to the socio-economic development in the area.
