Department of Agriculture and Environment is strong after merger

BHG - For Ha Giang, the Agriculture and Environment sector plays a key role in the socio-economic development of the province, directly affecting rural life, businesses and the community. The management areas of the sector not only include ensuring food security, increasing people's income but also protecting natural resources, responding to climate change and managing land, clean water and environmental sanitation. In order to improve the effectiveness and efficiency of operations, the Department of Agriculture and Environment has systematically reorganized, merged and streamlined its apparatus, creating strong development.

Immediately after implementing Project No. 10/DA-UBND, dated February 10, 2025 of the Provincial People's Committee on reorganizing the Department of Agriculture and Rural Development of Ha Giang province, the Party Committee of the Department of Agriculture and Environment promptly led and directed the work of reorganizing the apparatus according to the correct process, ensuring efficiency and streamlining. One of the key tasks in this period is to promulgate working regulations and assign tasks to the Party Committee and the Board of Directors of the Department.

The completion of the draft regulations on functions, tasks, and organizational structure for 25 units, including departments, agencies, and units under the Department, is an important step to create a solid foundation for future organization and management. The working regulations have been directed to be implemented in the agencies and units under the Department, helping to clearly assign tasks to each leader, officer, and organize related departments in a reasonable manner.

The reorganization and merger work during this period has minimized overlap and optimized management activities. After the reorganization, the total number of agencies and units under and directly under the Department of Agriculture and Environment has been reduced to 25 units, including specialized departments, branches and public service units. The total number of civil servants, public employees (CCVC), and contract workers according to Decree No. 111/2022/ND-CP of the Government is currently 754 people, of which the civil servant payroll and the number of employees assigned by the Provincial People's Committee in 2025 is 599 people, contributing to optimizing human resources and reducing administrative costs; the Department's activities are still maintained stably and have clearly developed.

Comrade Hoang Nhi Son, Party Secretary and Director of the Department of Agriculture and Environment, said: To ensure the stability and development of the agency, the Party Committee and the Board of Directors of the Department have focused on directing the transfer and reappointment of officials and civil servants during the merger between the two previous departments. As a result, 178 officials and civil servants who were leaders and managers of the two previous departments have been transferred and appointed to the new Department of Agriculture and Environment. This work not only ensures the connection and stability between agencies, but also helps to maximize human resources and improve the work efficiency of departments within the Department.

Along with that, the work of receiving personnel records and assigning work has also been carried out reasonably, ensuring that all civil servants and contract workers are received and assigned to the correct position, without any interruption in the working process. In particular, during the period of resolving policies for civil servants and contract workers who wish to retire according to Decree No. 178/2024/ND-CP, there were 4 cases of early retirement and immediate resignation, helping to clean up the apparatus and reduce the burden of costs.

Along with the work of reorganizing the administrative apparatus, the Party Committee also focused on perfecting the Party organization in the Department. The Standing Committee of the Provincial People's Committee Party Committee decided to establish the Party Committee of the Department of Agriculture and Environment, with 21 affiliated Party cells and 308 Party members. This is an important basis to continue improving the quality of Party work, promoting leadership, direction and organization of Party activities in the new period.

The Party Committee of the Department has directed the implementation of the work of perfecting the leadership apparatus, including the appointment of the Executive Committee, Standing Committee, Secretary, Deputy Secretary and Inspection Committee of the Party Committee of the Department. The assignment of tasks to comrades in the Party Executive Committee has also been carried out in accordance with regulations, ensuring synchronous and effective operation.

The implementation of the work of reorganization, merger and streamlining the apparatus at the Department of Agriculture and Environment has achieved many positive results. Under the strong leadership of the Party Committee and the Board of Directors of the Department, the work of organizing the apparatus, cadres and Party work has been deployed synchronously and effectively. These are important steps to improve the quality of state management, promote socio-economic development in the fields of agriculture and environmental protection.
