Drastically cut 30% of administrative procedures for people and businesses

BHG - Implementing the direction of the Government and the National Assembly on administrative reform, breakthrough in science and technology development, innovation and national digital transformation, with the spirit of taking the satisfaction of people and businesses as a measure of service quality of State administrative agencies at all levels, the Provincial People's Committee has issued a Plan to implement the program of cutting and simplifying administrative procedures (AP) related to production and business activities and improving the quality of online public service provision by 2025.

100% of administrative procedures related to businesses will be performed online, smoothly and seamlessly, regardless of administrative boundaries.

Accordingly, drastically cut at least 30% of unnecessary business investment conditions, reduce at least 30% of processing time and compliance costs of administrative procedures. In particular, 100% of administrative procedures related to enterprises will be performed online, smoothly and seamlessly, regardless of administrative boundaries within the province. Regarding the quality of public services, at least 50% of online public services throughout the process meet the criteria of easy access, easy use, high processing speed, information security and safety; aiming for the goal of 90% of people being satisfied when using online public services.

To achieve the above objectives, the province has promoted the restructuring of administrative procedures in the electronic environment; digitized 100% of records and results of administrative procedure settlement; built data platforms connecting state administrative agencies; deployed the model of online public service agents, public administrative support kiosks and electronic copy certification services from originals, to increase access to and use of public services for people in remote areas; reduced and simplified administrative procedures associated with the arrangement and streamlining of the apparatus; promoted the implementation of administrative procedures regardless of administrative boundaries. All levels and sectors have proactively reviewed and simplified administrative procedures, especially procedures with same-day processing time, ensuring that records are processed immediately at any "one-stop" department in the province. This is considered the "key" to innovating public administration methods, promoting a favorable, fair and modern investment and business environment; contributing to improving the effectiveness and efficiency of State management and promoting sustainable socio-economic development.
