Summary of 2 years of implementing the Continuing Education Program at High School level

On December 16, the Ministry of Education and Training (MOET) held a conference to review 2 years of implementing the High School Continuing Education Program with the participation of leaders and specialists of continuing education departments of 63 Departments of Education and Training of provinces/cities across the country.


Along with the innovation of general education in 2018, continuing education also synchronously implements the Continuing Education Program corresponding to the levels of the General Education Program in the spirit of Resolution 29/NQ/TW.

The continuing education program at high school level according to Circular No. 12/2022/TT-BGDDT dated July 26, 2022 of the Ministry of Education and Training is built on the basis of the 2018 General Education Program at the same level, inheriting and developing the advantages of the current continuing education program towards developing the qualities and capacities of learners.

According to the report of the Department of Continuing Education (Ministry of Education and Training), in the two years of implementing the continuing education program at the high school level, the Departments of Education and Training have performed well in the state management of the organization and implementation of the continuing education program; have organized and implemented the continuing education program at the high school level to ensure quality and follow the roadmap.

The Departments of Education and Training have issued documents and promptly implemented the instructions of the Ministry of Education and Training to help the system of continuing education institutions effectively perform their tasks. Accordingly, the implementation of the training and development plan for teachers and educational managers has achieved positive results.

The Departments of Education and Training effectively carry out the work of advising on the appropriate arrangement of the network and scale of schools and classes to facilitate the people and ensure the learning rights of students; focus on maintaining and expanding the number of classrooms and adding permanent and semi-permanent classrooms and reducing the number of temporary and borrowed classrooms to meet the requirements of implementing the current education program according to the regulations of the Ministry of Education and Training, the needs of local socio-economic development and contribute to improving the quality of education, ready to effectively implement the High School Continuing Education Program.

In the 2023-2024 school year, the country will have 92 continuing education centers and 526 vocational education - continuing education centers; the number of classrooms and functional rooms at the centers is 10,658; laboratories, libraries, and computers is 4,438. Basically, up to now, the physical facilities of the centers have ensured the minimum conditions for teaching continuing education programs.

Based on the Program, time plan framework and task instructions for the new school year 2024-2025 of the Ministry of Education and Training, the Departments of Education and Training have directed the Centers to plan and organize teaching and learning. The Centers actively carry out fundamental and comprehensive innovation in teaching methods, approaches, forms and assessment to promote students' initiative, creativity and self-study.

Professional groups and teams regularly organize thematic activities to improve knowledge and professional skills, helping teachers keep up with the innovation of the 2018 General Education Program.

All textbooks approved by the Ministry of Education and Training are organized by the Centers for teachers and subject groups to research and propose, establish an evaluation council and decide on the selection suitable for the implementation conditions at the center; at the same time, report to the Department of Education and Training, the Department of Education and Training to advise the Provincial People's Committee to organize the selection and approval of the list of textbooks that meet the criteria and are suitable for the province.

Implementing the High School Continuing Education Program, the Centers have developed and implemented flexible teaching plans, suitable to actual conditions, ensuring scientific and balanced standards between semesters in the school year, while creating learning opportunities for learners in need to achieve high school education in the form of continuing education.

After 2 years of implementation, the results show that the implementation of the program has helped students develop the necessary qualities and abilities, increase self-study ability and awareness of lifelong learning. The program also creates conditions for students to complete high school education and orient their careers in accordance with their abilities, conditions and circumstances, meeting the requirements to be able to participate in the labor market and continue to study at a higher level; at the same time, helping students have more opportunities to choose subjects according to their abilities and strengths.

At the conference, leaders and experts of continuing education departments of the Departments of Education and Training had exchanges and discussions on the following topics: Management of continuing education programs at high school level; training of teachers to implement continuing education programs at high school level; solutions to improve the effectiveness of high school graduation exams, etc.

From the recognition of the results achieved, the shortcomings and difficulties that need to be overcome after 2 years of implementing the Continuing Education Program at the High School level, Director of the Department of Continuing Education Hoang Duc Minh hopes that localities and educational institutions will continue to improve the quality of the subject program and educational activities. Together, we will study and determine the direction and tasks for the 2024-2025 school year, find specific and appropriate solutions to gradually improve the effectiveness of teaching the Continuing Education Program at the High School level, contributing to fundamental and comprehensive innovation in education and training.
