On the afternoon of February 13, at the socio-economic press conference, Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City - informed about some contents of Circular 29 regulating extra teaching and learning, effective from February 14.
Mr. Minh affirmed that this circular does not prohibit extra teaching and learning, but rather puts extra teaching and learning into a framework and implements it in accordance with regulations. Extra learning for development and lifelong learning is necessary, but it must be determined that learning is completely voluntary.
Currently, the Department of Education and Training of Ho Chi Minh City is sending a document to solicit opinions from departments and branches on the management of extra teaching and learning in Ho Chi Minh City and will soon issue instructions.
"Teachers are allowed to teach extra classes, but only in places that are registered for business according to regulations. Here, we cannot say that I teach 2-3 students or teach groups of students. If I teach extra classes outside of school, I must follow the regulations," said Mr. Minh.
In addition, the circular also stipulates that public school teachers are not allowed to organize extra teaching.
In addition, teachers are not allowed to teach extra classes for a fee to students who have already attended their regular classes. If students attend regular classes, teachers must teach all the content, forming their self-study ability, not leaving content for extra teaching or students taking extra classes for a test or an exam.
According to Mr. Minh, the information also clearly states that the school only organizes extra classes without charging any fees.
"Previously, schools were still allowed to collect money for extra classes, but recently there has been a story that instead of using up all the regular teaching time, they are saving it for extra classes.
However, there are three groups of students that schools must organize training for: students who have not met the standards of knowledge and skills, training for excellent students, and final year students. It cannot be said that because of the circular, schools are negligent in not organizing review sessions for students," said Mr. Minh, adding that Ho Chi Minh City will have instructions on this content, and there will be funding to support teachers in training final year students, disadvantaged students, etc.
Primary schools do not offer extra classes but do organize after-school clubs.
At the press conference, reporters asked about the ban on extra classes at primary schools. In reality, many primary school teachers currently keep students after school and organize tutoring while waiting for parents to pick them up. The ban on extra classes makes it difficult for parents to pick up their children after school.
Regarding this issue, the chief of staff of the Ho Chi Minh City Department of Education and Training affirmed that the circular stipulates that no additional classes are organized at the primary level, except for classes teaching skills and talents such as learning to play musical instruments, sing, draw, swim, practice beautiful handwriting, sports clubs, and arts clubs...
"For primary school children, two sessions at school are enough. They should learn gifted skills to develop comprehensively, instead of just focusing on math and Vietnamese.
Primary school teachers who do not teach extra classes do not teach core subjects in class. If they have the ability to organize skill and talent training classes for students, no one will prohibit them. Schools should also organize clubs for students to participate in after school hours, making it convenient for parents to pick up their children after work. Many schools have done this effectively," said Mr. Minh.
