I WISH TO COMPLETELY BAN EXTRA TUTORING IN PRIMARY SCHOOL
"Why do we have to teach and learn extra lessons for primary school students who have studied 2 sessions/day at school? I think this is unnecessary," a homeroom teacher of a 4th grade class in a central district of Ho Chi Minh City shared with Thanh Nien reporter. "Before Circular 29, the Ministry of Education and Training had Circular 17 in 2012, in Article 4 of which it was clearly stated that extra lessons should not be given to students who have been organized by the school to study 2 sessions/day; extra lessons should not be given to primary school students, except in the following cases: training in arts, physical education, life skills training. Teachers are also not allowed to teach extra lessons to the students they are teaching at school. Yet for many years, the normal thing that I do not teach extra lessons has become a surprise to many people," said this primary school teacher.
From today (February 14), extra teaching and learning activities will be implemented according to new regulations in Circular 29.
In response to many readers' opinions that primary school students now study the 2018 General Education Program, which is more difficult, and therefore need to take extra classes, this teacher frankly said: "The program is not as difficult as parents reflect. It is within the students' ability to absorb. As long as they study hard in class, complete learning tasks, review and evaluate students' assessments, it is not difficult to be assessed as passing." One of the reasons why extra classes in primary schools are banned but many people still let their children take extra classes, according to this teacher, stems from the achievement disease of parents and homeroom teachers. This teacher strongly supports Circular 29 regulating extra classes and extra learning, and hopes that after February 14, management will still be strict, not just done thoroughly at first and then the same again.
AFRAID OF MANY TRICKS TO OVERCOME THE LAW
Ms. Nguyen Thi Song Tra, Director of TH Education and Training Company Limited (Go Vap District, Ho Chi Minh City), the unit that owns the Foreign Language - Information Technology Center, said that in recent days, her unit has received many requests from teachers at schools in the area about signing contracts to teach extra classes. Many teachers have asked to rent rooms at the center to open extra classes, or to find out if they can cooperate with the center to legalize their extra classes.
Similarly, the owner of a center specializing in training for competency assessment exams (CAP) in Ho Chi Minh City said: "Many teachers even come to the center to raise issues in order to use the center as a cover to maintain their tutoring business."
A teacher who specializes in training for the National High School Exam is also concerned that in the future, some public school teachers may find ways to circumvent Circular 29, such as switching from teaching at home to working at centers. However, this investment may not be simple, as teachers can smuggle exam questions into the center and suggest that students register to study with other teachers but still know the questions in advance. In the future, teachers may even find a way to open their own centers to do this more systematically.
"This will cause extra teaching and learning to return to the vicious cycle of the past, when students do not really study to gain knowledge but only to get high marks in class, or to avoid being made difficult," this person commented.
According to the male teacher, in addition to the story of extra teaching and learning, the Ministry of Education and Training also needs to consider how to create high school graduation exam questions. "If we want to stop extra learning, we must ensure that students are assured that they can still get high scores by studying the main course. However, with the current way of creating questions when many questions are outside the textbooks, it is very difficult to convince parents and students to stop taking extra classes, whether with teachers or at a center," the male teacher confided.
Before "G hour", the leader of a public high school in the center of Ho Chi Minh City informed that he had disseminated the content of the new circular to teachers, and also sent a sample report for teachers to draft if they teach extra classes outside of school. This teacher said that there is a phenomenon of some teachers at the school gathering in groups, asking relatives to stand in their names when registering for business licenses to continue teaching extra classes without violating regulations. However, this is a headache because most of the students of these teachers are students at school. "On the other hand, if teachers register to "do business" with the center but still teach extra classes at home, the locality may not accept it," this person stated.
For learners, H. (a student at a university in Ho Chi Minh City who is studying for the National High School Exam at an online tutoring center called ET) suggested that the education sector should also take measures to inspect and impose sanctions on units that only operate online if they violate the law. "Every day we study on the Zoom application. Although it is advertised as studying with good teachers, sometimes the teachers are just students introduced as students from previous courses," H. was upset.
"In my opinion, online teaching centers should be required to publicly disclose the list of teachers and lecturers so that students have a basis for reference and selection. The above situation of "false advertising" should not happen," this male student suggested.

Many localities in Ho Chi Minh City have issued official dispatches to implement Circular 29, establishing inspection teams to handle violations of extra teaching and learning.
Discussing the inspection and management of extra teaching and learning, a parent whose child studies in District 5, Ho Chi Minh City said she hopes the inspection will be continuous and thorough, not just done for the sake of it.
"It can be seen that Circular 29 on extra teaching and learning has received great public attention since its launch. We can feel the synchronization of the entire political system, state management agencies, and education management agencies in each locality. At the same time, through press agencies such as Thanh Nien Newspaper, many issues of Circular 29 have been communicated and widely raised to public opinion. Therefore, I believe that the regulations in Circular 29 will be complied with and implemented in an orderly and fundamental manner, not just for the sake of "quick fix", initially making a big splash. Of course, it is very necessary to have regular attention to assess the impact of a new policy on society", said Mr. Nguyen Dinh Tuan, an expert from the Department of Education and Training of Tan Binh District, Ho Chi Minh City.
"Through monitoring and understanding during the period before Circular 29 took effect, many teachers across the country took action to stop teaching extra classes, which they themselves assessed as not in accordance with regulations. Besides, before February 14, many teachers proactively chose for themselves a form of extra teaching without violating the law. I think that is one of the effective impacts of this circular," said Mr. Tuan.
Mr. Tuan also commented that when Circular 29 comes into effect, teachers in public schools - the majority of those affected by this regulation - will have to carefully consider whether to violate or comply with the regulation, for the following reasons. Firstly, Circular 29 does not basically prohibit teachers from teaching extra classes, the issue is that they must teach extra classes in accordance with regulations. Secondly, Circular 29 provides necessary guidance as a solution for teachers to be able to teach extra classes in a legitimate and legal manner. Thirdly, at present and in the future, the policies for teachers will be increasingly improved. Even teachers in Ho Chi Minh City receive additional income according to Resolution 08 according to the city's specific policy, in addition to general benefits such as promotion of professional titles, bonuses... And these benefits mostly depend on quarterly and annual evaluation results... Therefore, no one chooses to violate the law to not receive or receive less benefits than they are entitled to, and even be disciplined, fired, or forced to be put on a downsizing list...
