Bustling and bustling is the general atmosphere at many tutoring centers in Ho Chi Minh City today when Circular 29 of the Ministry of Education and Training regulating tutoring and learning takes effect starting today, February 14.
At 5pm one day earlier this week, we were at Do Thanh residential area (District 3) to learn about the tutoring activities around Ban Co Secondary School (District 3). Right on Street 2, there are 3 tutoring centers open, with diverse teaching content from core subjects, training for the National University of Ho Chi Minh City's competency assessment (ĐGNL) to teaching English for certificate exams.

From the beginning of the street, we constantly saw parents rushing to take their children to school while they were still wearing their school uniforms. Center T. specializes in foreign languages but also offers cultural enrichment classes, handwriting practice, etc. Meanwhile, centers K. and N. focus on teaching formal education, entrance exam preparation, and IELTS certification exams.
TV, a student at Le Hong Phong High School for the Gifted (District 5), said: "My studies are still going on as usual, nothing has changed after the recent regulations on extra teaching and learning."
We continued to Nguyen Thien Thuat apartment complex a few kilometers away. This area also has many tutoring centers, but some were not operating at the time we visited. Others, such as T. center located near the main road, have opened two facilities three houses apart with many students coming and going. Notably, on the advertising poster, in addition to the courses for vocational training or English certificate exam preparation, this center also said that it was teaching extra subjects starting from grade 1.
This center may violate regulations from February 14 when Circular 29 takes effect, because the new regulation in this circular requires that it not teach additional core subjects to primary school students.
We also visited some centers in District 5, District 7... and the headquarters of some large center systems located in Tan Binh District, District 1. The common point of these locations is that the lights are still on as usual and some places even clearly print the business license number on the signboard. However, these centers have not publicly posted information such as the list of instructors, the fee level... as required by the new regulations.

At 8 p.m., the closing time of many tutoring centers, we arrived at the final destination, a residential area near Xom Chieu Parish Church in District 4. Within a radius of only 100 meters, there were 3 centers in this area and the traffic was as busy as after school. "I heard about the new tutoring regulations but I'm not sure, I only know that my child's tutoring schedule is still normal," said a parent waiting to pick up her child.
Meanwhile, Mr. Dang Duy Hung, manager of the Lasan - Helius Education exam preparation system (HCMC), informed that his center is still operating in accordance with the new circular because it has registered its business since its establishment, building a team of permanent teachers (ie teaching full-time at the center). "Centers that have oriented their model early will be favorable with the new circular," Mr. Hung commented.
