On the Dien Bien province side, attending the preliminary review session were comrades: Mua A Son, Deputy Secretary of the Provincial Party Committee; Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
Speaking before the preliminary review, comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department, Permanent Deputy Head of the Central Steering Committee emphasized: The 70th anniversary of the Dien Bien Phu Victory is an especially important event, of great significance and value, through the organization of the celebration to arouse the spirit of patriotism, revolutionaryism, the will to fight and win in the cause of building and defending the Fatherland... Today's preliminary review will evaluate the results, at the same time draw experiences in the direction and operation as a basis for agencies and units to continue training forces and prepare well for the general rehearsal taking place on the morning of May 5, 2024 and especially the 70th anniversary of the Dien Bien Phu Victory officially taking place on the morning of May 7 to achieve the highest results, excellently completing the tasks assigned by the Party and the People.
The preliminary rehearsal of the ceremony began with an artistic formation with the theme “Dien Bien Epic” performed by artists and soldiers of the Military Ceremonial Corps; followed by a drum performance with the participation of 1,000 actors who are students of the People's Police Academy with 400 drums of various sizes, flag teams, and dragon dance teams. The official rally began with 21 series of fireworks to the national anthem and when the flag-raising ceremony took place at the provincial stadium, planes carrying the Party and national flags flew over the stage. Immediately after the rally was a preliminary rehearsal of the parade and march to celebrate the 70th anniversary of the Dien Bien Phu Victory with the participation of more than 12,000 people.
The parade and marching groups include: Armed forces, militia, veterans, youth volunteers, frontline workers, workers, farmers, intellectuals, youth, women, the Northwest ethnic groups, and the arts group. After the parade and marching groups pass the stage, continue through Hoang Van Thai street to the A1 intersection, and will divide into 3 directions: Direction 1 includes 8 armed forces and Dien Bien province groups, following Vo Nguyen Giap street to 7/5 street; Direction 2, including 7 military force groups, passing A1 bridge, Nguyen Huu Tho street and gathering at Thanh Binh ward and direction 3, including 8 police force groups, turning left through Nam Thanh ward and gathering at Pom La urban area.
At the end of the preliminary review, the Central Steering Committee for the Celebration of Major Holidays and Important Historical Events of the Country in the 3 years 2023 - 2025 held a meeting to review and draw lessons with the groups. The members of the Steering Committee highly appreciated the efforts of the forces. At the same time, they contributed comments and adjustments to the contents of the presentations and speeches at the preliminary review as well as the coordination between the forces during the parade, march, etc.
Concluding the meeting to review and draw lessons, comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department, Permanent Deputy Head of the Central Steering Committee requested to adjust the narration to be concise, avoid duplication; edit the content of the speeches of the representatives of Dien Bien Phu Soldiers, representatives of the young generation; prepare a podium of suitable size and design the logo of the anniversary. Re-select the national flag at the flagpole in the middle of the stage so that the red color is brighter, choose the size of the flag to be equal or larger; add flags around the stadium; pay attention to changing and playing music to match the tempo; prepare a good sound system to capture the sound of footsteps when marching. He also requested that press agencies continue to promote information about the activities in a close, emotional, touching way so that people and international friends can feel more clearly about the Dien Bien Phu Victory...
