Students of Quang Nam Medical College will soon receive their diplomas even though there is no principal yet.

On June 19, Mr. Nguyen Qui Quy, Deputy Director of the Department of Labor, War Invalids and Social Affairs of Quang Nam province, issued an official dispatch guiding the granting of graduation certificates to students of Quang Nam Medical College.

In the dispatch, the Department of Labor, Invalids and Social Affairs stated that based on Circular 10 dated March 13, 2017 of the Minister of Labor, Invalids and Social Affairs, in the case of schools where the competent authority has not appointed a principal, the vice principal assigned to be in charge of the school with the authority to issue graduation certificates is the person who signs to issue graduation certificates.

Therefore, the Department of Labor, Invalids and Social Affairs requests that Quang Nam Medical College urgently review, report and ask for the opinion of the Provincial People's Committee to consider assigning the school's authority to grant graduation certificates to 1 vice principal, to sign and issue graduation certificates and temporary graduation certificates for students during the time when there is no principal.

As reported by Nguoi Lao Dong Newspaper, Quang Nam Medical College has just sent an official dispatch to the People's Committee of Quang Nam province, stating that according to regulations, those authorized to sign graduation diplomas include the principal, acting principal and vice principal authorized in writing by the principal.

However, currently at Quang Nam Medical College there are only 2 vice principals (the principal is currently being prosecuted), no one has the authority to sign the graduation certificates for students.

Quang Nam Medical College proposed that the People's Committee of Quang Nam province allow Mr. Bui Long An, Vice Principal, to sign and issue "temporary graduation certificates" to students graduating this term, with an expected number of 120 people.

After receiving the document from Quang Nam Medical College, the People's Committee of Quang Nam province assigned the Department of Labor, Invalids and Social Affairs to guide the school on granting graduation certificates to students.

Thus, according to the instructions of the Department of Labor, Invalids and Social Affairs of Quang Nam province, the granting of graduation certificates to students at Quang Nam Medical College does not encounter too many obstacles.
