In recent times, Quang Ninh has had many solutions to improve the quality of Party cell activities, especially focusing on carefully preparing the content of activities in the direction of closely following the directions and instructions of the superior Party Committee, in accordance with the actual situation and political tasks of the Party cell; promoting the application of information technology, linking digital transformation with Party cell activities and Party work. Thanks to that, there has been a change in the awareness of Party committees at all levels about the quality of Party cell activities right at the grassroots level.
The Uong Bi City Party Committee currently has 42 branches and grassroots party committees, 318 party cells directly under the grassroots party committees, with more than 8,200 party members. According to the Head of the Uong Bi City Party Committee's Organization Board Nguyen Van Bich, in recent years, the City Party Committee has always paid attention to leading and directing the Party building work, focusing on strictly implementing the working regulations; innovating and improving the quality of Party activities, increasing thematic activities, and focusing on the key tasks of the locality and unit.
The Standing Committee of the City Party Committee has assigned comrades who are members of the City Party Committee and members of the Standing Committee to directly attend the activities of village and ward Party cells in the area; the Party Committees of communes and wards strictly assigned Party Committee members to be directly responsible for directing and inspecting the activities of Party cells. From there, promptly grasp the living conditions, thoughts and aspirations of cadres, Party members and people, promptly resolve any problems arising at the grassroots level. In particular, in order for the regular Party cell meetings to truly attract Party members and help them realize their role and position in improving the capacity and fighting power of the Party organization, the Uong Bi City Party Committee has paid attention to training and improving skills, management methods, and preparing meeting content for Party cell secretaries. In the meeting content, it is required to promote thematic implementation, select practical issues, close to villages, areas, and people, or some difficult and urgent issues arising in the leadership of the Party cell according to its functions and tasks, to evaluate and bring to the Party cell for discussion.
The Party cell of Tan Lap village (Tan Dan commune, Ha Long city) has recently made many innovations in leadership and direction of political tasks at the grassroots level. Immediately after reaching the goal of building a new rural area, the village was selected by the Party Committee of the commune to build an advanced new rural area. In order to create unity from will to action, the Party cell of the village has integrated the content of building an advanced new rural area into monthly regular activities. Thereby, it has aroused the collective intelligence in building resolutions and plans for implementation. In particular, to make the Party cell's activities effective and practical, before issuing a resolution, the Party cell always studies the practical situation, chooses the way to do it, polls the people's opinions, then meets to discuss in the activities, unifies the implementation content to ensure that the resolution is always accurate, highly effective and suitable to the people's wishes. Many models of converting the structure of varieties, crops, and livestock, such as growing guava, growing grapes, and planting large timber forests have been successfully implemented, bringing economic efficiency.
Innovation, improvement of the quality of activities, and building clean and strong Party cells are of particular importance, especially in the current context when the whole province is promoting the implementation of the Resolution of the 5th Central Conference (term XIII) on strengthening and consolidating grassroots Party organizations and improving the quality of Party members in the new period. With many synchronous and effective solutions suitable to the practical situation of the locality, the quality of activities of Party cells in the entire Provincial Party Committee has been significantly improved in recent years; the awareness of Party committees and Party members about the position and role of grassroots Party organizations and Party cells has many positive changes; the order, regime, and process of Party committee and Party cell activities are implemented in accordance with the provisions of the Party Charter and the Central Committee's instructions.
The content of Party cell meetings has been innovated, basically overcoming formality and monotony, while ensuring leadership, education and combativeness in Party activities; effectively integrating self-criticism and criticism in the spirit of the Resolution of the 4th Central Conference (term XI, term XII) on Party building and rectification and studying and following Ho Chi Minh's ideology, morality and lifestyle into the content of regular Party cell meetings, contributing to improving the leadership capacity and combativeness of grassroots Party organizations and the quality of cadres and Party members; preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party.
The methods and ways of conducting Party cell meetings have been innovated on the basis of closely following the Party cell's operating regulations, ensuring the principle of democratic centralism and properly implementing the responsibilities and powers of the Party cell committee. The content and program of the meetings are fully and carefully prepared, and are announced in advance by the Party cell committee or Party cell secretary to Party members so that they have time to study and contribute ideas. Organizing thematic meetings is increasingly focused on. In thematic meetings, Party cells have selected topics on studying and following Ho Chi Minh's ideology, morality and style, breakthroughs, and outstanding issues that are of particular interest to the majority of cadres, Party members and the masses as topics for discussion.
The quality of Party cell activities has been improved, creating new sources of vitality, which is a very important condition for Party cells in each type of grassroots Party organization to promote their leadership role well, grasp the Party and State's guidelines and policies, and resolutions of higher-level Party committees, and propose resolutions, programs, and plans to implement political tasks that are close to and consistent with the local, agency, and unit situation. At the same time, through that, we propagate, mobilize, gather, and lead the masses to have absolute trust in the Party's leadership, unite, and be determined to successfully carry out the set goals and tasks.
