Vietnamese steel and footwear stuck in procedures to India

Recently, some Vietnamese steel and footwear manufacturing and exporting enterprises have reported difficulties in applying for new or extended BIS licenses from India; some enterprises have completed the required application documents, but have not yet received certification to continue exporting to this market.

This information was sent to the press by the Office of the Ministry of Industry and Trade on the afternoon of October 23. BIS is a standard certificate issued by the Bureau of Standards under the Ministry of Industry and Trade of India to businesses and manufacturers. This is a mandatory certificate for manufacturers in and outside India for products to be distributed and consumed in this country's market.

After receiving feedback from businesses, the Vietnamese Ministry of Industry and Trade sent a diplomatic note to the Indian Ministry of Industry and Trade, requesting that BIS certification for Vietnamese businesses be promptly resolved to avoid disruptions in the supply chain of goods and impacts on bilateral trade between the two countries.

The Vietnamese Ministry of Industry and Trade has also directed the Vietnamese Trade Office in India to work with the Bureau of Indian Standards to investigate the matter. On October 16, the Ministry of Industry and Trade discussed with the Indian side the difficulties of Vietnamese enterprises in applying for BIS certification and requested the Indian side to urgently handle the matter.

On October 18, a representative of the Asia-Africa Market Department also worked directly with the Commercial Counselor of the Indian Embassy in Vietnam, requesting that the Indian Embassy discuss with relevant Indian agencies and soon find a way to resolve difficulties for Vietnamese businesses.

According to the Asia-Africa Market Department, the Indian Commercial Counselor in Vietnam has acknowledged and said that he will closely coordinate to promote the resolution of difficulties and obstacles for Vietnamese businesses.

According to this unit, the list of items required to have BIS certification is increasingly expanding to include many goods such as: chemicals, toys, tires, synthetic fibers... These are all items that Vietnam is exporting to India.

Enterprises that are having problems with BIS certification should continue to contact the Asia-Africa Market Department so that the Ministry of Industry and Trade can compile a list of requests for the Indian side to resolve the problems.

“Normally, the BIS certificate is initially issued for 1-2 years and can then be considered for renewal for a period of 5 years,” the Asia-Africa Market Department informed.

To obtain BIS certification, the manufacturer needs to prepare the following documents: application form with application fee of INR 1,000; address verification certificate of the factory; list of manufacturing machinery; list of testing equipment and calibration certificates, product manuals; list of raw materials with certificates of analysis; factory layout plan; production process flow chart with brief descriptions and intermediate quality control points; factory test report for all tests as per Indian standards; acceptance certificate of product manual, marking fee; letter of consent (if no complete testing facility is available); product related specifications (if any).
