Implement drastically and synchronously

After 6 years of implementing Resolution No. 18-NQ/TW dated October 25, 2017 on "Some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" and Resolution No. 19-NQ/TW dated October 25, 2017 on "Continuing to innovate the organizational and management system, improving the quality and efficiency of public service units" of the 12th Central Executive Committee, in Ninh Binh province, localities, agencies and units have deployed and organized implementation synchronously, drastically, with focus and key points. Thereby creating positive and fundamental changes in awareness among cadres, party members and people.

For example, in reviewing and perfecting regulations on functions, tasks, and organizational structure of agencies and units, based on the guiding documents of the central ministries and branches, the Provincial People's Committee has directed agencies and units to review and advise the Provincial People's Committee to issue a Decision regulating the functions, tasks, powers and organizational structure of agencies and units. Ensure effective implementation of the principle that one agency or unit does many tasks but one task is only assigned to one agency or unit to preside over and take primary responsibility; in order to reduce overlap, improve effectiveness and efficiency of operations, and avoid focusing only on reducing focal points while overlooking effectiveness and efficiency of operations.

The implementation of resolutions, the work of streamlining the organization, apparatus, payroll, restructuring the staff, civil servants, and public employees, and the pilot implementation of merging agencies and units have been carried out quite well..., contributing to building a streamlined organization and apparatus that operates effectively and efficiently. Accordingly, the province has completed the arrangement of the organizational apparatus according to the Government's decrees before June 30, 2022.

Up to now, 100% of agencies and units have been approved by the Provincial People's Committee and implemented the Project to arrange and perfect the organizational structure and staffing in accordance with regulations, ensuring democracy, objectivity, science, method, publicity, transparency, on schedule, in accordance with the actual situation, creating positive changes in organization and operation, overcoming the overlapping of functions and tasks at agencies and units. Combining the arrangement of the organizational structure with innovation in leadership methods, restructuring the team, contributing to promoting strengths, capacity and being suitable for approved job positions. Through review and arrangement, 165 organizations have been reduced, including 4 branches, 5 public service units, 21 departments under the Department, 2 departments under the District People's Committee, 20 departments under the branches, 39 departments and 74 professional groups under public service units.

Implementing the Government's regulations on the policy of streamlining the payroll, agencies and units in the province have implemented it in accordance with the regulations on principles and implementation procedures; streamlining the payroll and restructuring the staff, civil servants associated with innovating the methods of recruiting and using staff, civil servants and public employees to arrange necessary resources to replace those who retire or retire from the payroll streamlining policy, contributing to the effective implementation of administrative reform, public service reform, improving the quality of the staff, civil servants and public employees and the management efficiency of agencies, organizations and units in the province. From June 30, 2022 to present, 501 staff positions have been cut, including 19 civil servants and 482 public employees...

Continue to innovate and streamline the organization to be lean and efficient.

It can be affirmed that the above results truly reflect the efforts and determination in the leadership and direction of building a streamlined political system that operates effectively and efficiently in our province. In particular, Party committees at all levels have directed the effective implementation of studying and thoroughly understanding the documents of the Central Committee so that cadres and Party members can grasp the viewpoints, goals, tasks and solutions on a number of issues to continue to innovate and reorganize the apparatus of the streamlined political system that operates effectively and efficiently; creating a widespread political movement in the whole province.

Based on the guidelines and policies on innovation, organization and management of the apparatus, streamlining the payroll to ensure comprehensiveness, synchronization and connectivity set forth by the Provincial Party Committee and the Provincial People's Committee, agencies and units have actively implemented the plan to arrange the staff, civil servants and public employees to basically meet the requirements of the tasks; arrange and assign the number of deputies to ensure that the number of deputies does not exceed the regulations; the functions and tasks of agencies and units are regularly reviewed and issued according to the regulations of the central ministries and branches; public service units are arranged and consolidated to ensure streamlining, effective and efficient operations; management work is strictly ensured, using payroll effectively according to regulations.

In reality, streamlining the payroll and organization is a difficult and sensitive task because it involves human factors, requiring caution, good preparation in terms of policies; reasonable resolution of regimes and policies to create consensus in ideology and psychology. Therefore, in order to better implement the construction of a streamlined political system that operates effectively and efficiently, in the coming time, all levels and sectors in the province need to continue to promote propaganda work to create high unity in the direction of Party committees at all levels; promote the role and responsibility of leaders and consensus among cadres, civil servants and public employees on continuing to innovate and rearrange the organization of the political system to be streamlined and operate effectively and efficiently.

Along with that, the province continues to synchronously and uniformly implement policies and targets on streamlining the payroll according to regulations; associated with streamlining the apparatus, restructuring the staff, civil servants and public employees according to the approved plan and roadmap. Regularly review and recommend to competent authorities to adjust the mechanism and policies on streamlining the payroll to promptly encourage the staff, civil servants and public employees with poor health and limited capacity to quit the payroll. At the same time, strengthen inspection and examination work to promptly detect and overcome shortcomings in the implementation of streamlining the payroll and restructuring the staff, civil servants and public employees.
