Merging 17 wards, Da Nang has a surplus of more than 100 officials

On July 30, at the 19th session of the 10th People's Council, term 2021-2026, the People's Council of Da Nang City passed 32 important resolutions.

Notably, the Resolution on the arrangement of district and commune-level administrative units for the 2023-2025 period and the Resolution regulating support policies for commune-level cadres, civil servants and non-professional workers at the commune level who are redundant due to the arrangement of commune-level administrative units are worth noting.

Accordingly, in the 2023-2025 period, Da Nang City plans to rearrange 17 commune-level administrative units, of which 9 commune-level administrative units are expected to be reduced.

In Hai Chau district, Hai Chau I and Hai Chau II wards will be merged into the new Hai Chau ward; Phuoc Ninh, Nam Duong and Binh Hien wards will be merged into the new Phuoc Ninh ward; Binh Thuan ward and Hoa Thuan Dong ward will be merged into the new Binh Thuan ward.

In Thanh Khe district, Thanh Khe Dong and Hoa Khe wards will be merged into the new Thanh Khe Dong ward; Tam Thuan and Xuan Ha wards will be merged into the new Xuan Ha ward; Thac Gian and Vinh Trung wards will be merged into the new Thac Gian ward; Tan Chinh and Chinh Gian wards will be merged into the new Chinh Gian ward.

In Son Tra district, An Hai Tay and An Hai Dong wards will be merged into the new ward An Hai Nam.

After merging wards, the number of commune-level cadres and civil servants expected to be surplus compared to Government regulations is 103 people, the number of non-professional commune-level workers is surplus by 34 people.

According to the Resolution of the People's Council of Da Nang City, in addition to the regimes and policies implemented according to the Government's regulations, the city will support redundant cadres, civil servants, and non-professional workers at the commune level who have to retire from work during the period 2023-2025.

Specifically, commune-level cadres and civil servants who take leave within 12 months from the effective date of the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units for the 2023-2025 period, for each month of leave before the end of the roadmap for resolving redundant cadres and civil servants, will be supported with half a month of current salary.

Commune-level cadres and civil servants who retire after 12 months will be supported with 1/4 of their current salary for each month of retirement before the end of the roadmap for resolving redundant cadres and civil servants.

For non-professional workers with a working period of 5 years or more, for each month of leave before the end of the arrangement roadmap, they will receive support equal to 1/2 of the current monthly allowance, and for less than 5 years, they will receive support equal to 1/4 of the current monthly allowance.

In case commune-level cadres and civil servants retire before the end of the roadmap for resolving surplus cadres and civil servants, the number of months of support is calculated by the number of months of leave before the retirement date.

At the meeting, delegates of the Da Nang City People's Council also voted to pass a Resolution on support policies for redundant cadres, civil servants and non-professional workers at the commune level due to the arrangement and merger of commune-level administrative units in the city in the period of 2023-2025 with an amount of more than 25 billion VND.
