According to the Draft Circular promulgating the Digital Competency Framework for Learners in the National Education System, which is being consulted by the Ministry of Education and Training, the Digital Competency Framework for Learners in the National Education System includes 6 competency areas, helping learners acquire digital competencies appropriate to each level and grade.
Representing the unit in charge of compiling the Draft Digital Competency Framework, Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education (Ministry of Education and Training), said that the digital competency framework is a reference framework of standards and guidelines for the development of digital competencies so that educational institutions in the national education system can determine the content and methods to help learners acquire digital competencies appropriate to each level of education.

According to the Draft, the digital competency framework for learners in the national education system includes 6 competency domains (Data and information mining; Communication and cooperation in the digital environment; Digital content creation; Safety; Problem solving; Using artificial intelligence) with 24 component competencies, divided into 4 levels with 8 levels from basic to expert.
In each competency domain, the Draft provides a detailed description of specific component competencies and their manifestations at each level from basic - intermediate - advanced - specialized (each level consists of 2 levels).
Representative of the compilation team, Associate Professor, Dr. Do Van Hung said that when compiling the Draft Digital Competency Framework, the compilation team used the DigComp 2.2 competency framework as a reference framework, because this is a very popular competency framework in Europe, referenced by many countries, and at the same time integrated the capacity to use artificial intelligence.
Associate Professor Dr. Do Van Hung said that the compilation team also referred to the UNESCO digital competency framework and that of many developed countries in the world to ensure global integration. However, it must also ensure suitability to Vietnam's conditions and ensure feasibility, helping learners achieve the necessary digital competencies.
Associate Professor Dr. Ho Quoc Bang, Deputy Head of Training Department (Ho Chi Minh City National University) said that Ho Chi Minh City National University is promoting the development of a digital competency framework for lecturers in the system. The circular is a very important basis for the University to be able to review and complete the digital competency framework for the teaching staff, meeting practical needs. Mr. Bang also hopes that in parallel with the issuance of the circular, the Ministry of Education and Training should have specific instructions to ensure the implementation of a relatively unified output standard for all levels of education nationwide.
