In a document informing the press, the National Steering Committee for the 2023 High School Graduation Exam said: "The Ministry of Education and Training has grasped the information and transferred it to the Internal Political Security Department (A03) for verification. If any violations are detected, they will be strictly handled according to regulations. The above information does not affect the exam because the ability to interact is only with one candidate (TS). Up to this point, the Ministry of Education and Training has not recorded any information about solving questions or instructions on solving questions from outside the exam room."
Minister of Education and Training issues official dispatch to rectify
After the exam questions in both literature and math were leaked on the first day of the exam on June 28, the same evening the Minister of Education and Training issued a dispatch on strengthening measures to ensure security and safety for the 2023 high school graduation exam.
Accordingly, the Ministry of Education and Training requested the Chairmen of the People's Committees of provinces and centrally-run cities to thoroughly grasp the provincial steering committees and focus on directing the examination councils to urgently carry out a number of tasks. In particular, it requires the heads of examination sites to: strengthen dissemination and remind candidates to strictly follow the examination regulations. Require invigilators, examination room supervisors and forces participating in organizing the examination to concentrate highly, apply the knowledge and skills that have been trained to prevent violations of examination regulations, especially the use of technological devices to cheat on exams.
The Ministry of Education and Training also requested local exam steering committees to promptly report to competent authorities to handle violations according to regulations. Continue to strengthen coordination with security forces to take measures to ensure security and safety of exams in the area, especially to prevent and stop the use of high technology to violate exam regulations.
In addition, the Ministry of Education and Training also requested that examination councils continue to strengthen measures to prevent high-tech equipment to minimize the possibility of cheating in examination rooms and strictly manage exam questions according to regulations.
While public opinion was still abuzz with the suspicion of leaked literature exam questions, information about leaked math exam questions appeared in the afternoon exam of the same day. Specifically, a photo of a math exam code was said to have been sent out at 3:39 p.m., while the math exam time was only 4 p.m. At 6 p.m. on June 28, the National Steering Committee for the 2023 High School Graduation Exam briefly informed: "Regarding the suspicion of leaked math exam questions, the Steering Committee has grasped the information and transferred the information to A03 to verify and handle according to regulations. Currently, this information does not affect the exam."
In addition, regarding the literature exam, on social networks, some student groups also took photos of the mock exam for the 2023 high school graduation exam organized by the Nghe An Department of Education and Training, showing that the literature essay question (5 points) is similar to the essay question in the official literature exam for the 2023 high school graduation exam. Regarding these discussions, for now, the Exam Steering Committee said: "It is completely normal for the exam questions to use the same material. The difference is that with the same material, each exam question has different specific requirements (analysis, evaluation, commentary, comments, etc.)".
On the first day of the 2023 high school graduation exam, there was a suspected incident of leaked exam questions in two subjects: literature and math.
How will cheating on exams be punished?
According to Clause 1, Article 1 of Decision No. 531/QD-TTg dated May 19, 2023 promulgating the list of state secrets in the field of education and training: "Top secret state secrets include official exam questions, reserve exam questions, official exam answers, reserve exam answers of high school graduation exams, national excellent student selection exams, and international and regional Olympic team selection exams that have not been made public".
Which local candidates passed the literature and math tests?
Regarding the early leak of the literature and math exam questions on the first day of the 2023 national high school graduation exam, A03 has made initial verifications.
Accordingly, on the morning of June 28, about 15 minutes after distributing the literature exam, a candidate from the Cao Bang Provincial Examination Council used an iPhone 11 to take a photo of the exam. This candidate then sent it to a relative to ask for help solving the problem. After only 25 minutes of the exam, the image of the literature exam was spread across social networking sites and caused a stir.
Upon receiving the information, A03 coordinated with the Ministry of Education and Training's Examination Steering Committee and local police to investigate. By 1:30 p.m. on June 28, the authorities had found the candidate who sent the literature exam paper out early. A03 continues to coordinate with relevant professional units and Cao Bang Provincial Police to investigate and handle the case according to regulations. At the same time, A03 will advise the Ministry of Education and Training's Examination Steering Committee to strengthen inspection and coordinate to strictly handle cases of cheating by using high-tech devices during the exam.
Regarding the information about the math exam on the afternoon of June 28, A03 said that this case came from the Yen Bai Provincial Examination Council. The authorities are continuing to verify and clarify this case.

Clause 2, Article 46 of the High School Graduation Exam Regulations on handling unusual incidents states: "In case of leaked exam questions: only the National Examination Steering Committee has the authority to conclude on the situation of leaked exam questions. When the official exam questions are leaked, the National Examination Steering Committee decides to suspend the exam subject with leaked questions. Other exams will continue as scheduled. The exam subject with leaked questions will be tested with a reserve exam question at an appropriate time, after the last exam session of the exam period".
Candidates will take the remaining exams on today's exam day.
The regulations also stipulate: "Forcing dismissal or proposing criminal prosecution for those who commit one of the following violations", including taking exam papers out of the exam area or bringing answers from outside into the exam room during the exam; revealing exam papers, buying and selling exam papers...
For TS, the regulations also stipulate suspension of exams for specific violations, including the act of "taking exam papers out of the exam room or receiving answers from outside into the exam room". In addition, Clause 7, Article 49 of the Regulations also states: "For violations with signs of criminality, educational management agencies shall prepare records and send them to competent authorities for consideration of criminal prosecution according to regulations; for other violations, depending on the nature and severity of the violation, disciplinary action will be taken according to prescribed forms".
