According to research, Hoang Gia DL Joint Stock Company was granted Construction Permit No. 02/GPXD on January 12, 2023 by Lam Dong Department of Construction, allowing it to build part of the basement of the Golf service block of the Cu Doi Da Lat golf club building, with a total construction floor area of 2,639m2.

In reality, the investor built 1 basement, 1 ground floor, 1 upper floor. The total area of violation compared to the granted construction permit is more than 3,200m2.
In addition to the illegal construction, the investor also arbitrarily constructed two other illegal constructions. The total area of violation is more than 20,000 square meters.

On April 24, 2023, Da Lat City directed the People's Committee of Ward 1 to coordinate with the Urban Management Department to inspect the construction work at the Doi Cu Golf Course project.
The inspection results on April 25, 2023 showed that the investor did not have a construction permit and the design drawings issued by the competent authority did not ensure the conditions for construction organization.
Ward 1 People's Committee has requested the investor and the construction unit to comply with the suspension of construction; move vehicles, equipment and workers out of the construction site; and promptly complete procedures in accordance with the order and regulations of the law. However, Hoang Gia DL Joint Stock Company continues to construct the project blocks.
On November 18, 2023, Ward 1 People's Committee coordinated with the Urban Management Department of Da Lat City to continue to inspect and re-examine the implementation of the suspension of construction.
Through the inspection, the delegation requested the investor to strictly comply with the suspension of construction and implement measures according to the commitment established on April 26, 2023.

On December 17, 2023, Ward 1 People's Committee coordinated with the Urban Management Department of Da Lat City to continue to inspect and re-examine the implementation of the suspension of construction works according to the established records.
At the scene, the inspection team requested the investor and the construction unit to strictly comply with the order to stop construction of the entire project and clean up equipment. Ward 1 People's Committee requested the investor and the construction unit to complete the project in January 2024.
According to the People's Committee of Da Lat City, the handling of construction order violations by Hoang Gia DL Joint Stock Company was delayed because at the time of inspection and preparation of the violation handling file, Ms. Le Thi Hong Xuan (the legal representative of this unit) was not present in the locality. Ms. Xuan also did not have a power of attorney as prescribed by law.
In addition to violations of construction order, on December 15, 2023, Hoang Gia DL Joint Stock Company was also administratively sanctioned by the Inspectorate of the Department of Natural Resources and Environment of Lam Dong province for violating land regulations for the act of arbitrarily converting protective forest land from planted forest to non-agricultural land.
The Inspectorate of the Department of Natural Resources and Environment of Lam Dong province has administratively fined Hoang Gia DL Joint Stock Company VND 45 million for violating the construction of a project on land that has not yet changed its purpose of use.
Cu Hill is over 62 hectares wide, located next to Xuan Huong Lake, in the center of Da Lat City. However, the construction of buildings by Hoang Gia DL Joint Stock Company (including 2 illegal blocks) has affected the current status of Cu Hill and blocked most of Lang Biang Mountain, the symbol of Da Lat City and Lam Dong Province.
