On January 14, the Government Office announced the conclusion of Deputy Prime Minister Le Thanh Long at a meeting on the draft planning of the network of higher education and pedagogical institutions for the 2021-2030 period, with a vision to 2050.
In conclusion, the Deputy Prime Minister basically agreed with the main contents of the draft decision approving the planning of the network of higher education and pedagogical institutions for the 2021-2030 period, with a vision to 2050 (draft decision).
The Deputy Prime Minister requested the Ministry of Education and Training to continue to complete the draft, review and update the content of direction, orientation and solutions in resolutions and related documents of the Party, Government and Prime Minister, especially the resolution of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; ensuring that the content of this plan is consistent with the Education Development Strategy to 2030, with a vision to 2045.
At the same time, the Ministry of Education and Training is requested to research and supplement the content of the draft decision on Vietnam Maritime University in accordance with the resolution on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045.
Review and complete the draft decision on the direction of relocating higher education institutions located in the traditional inner city areas of Hanoi and Ho Chi Minh City, in accordance with the Party's policies and viewpoints.
Carefully review each content of the draft decision and planning summary report to ensure it is appropriate, practical, easy to understand and easy to implement.
The Deputy Prime Minister requested the Ministry of Education and Training to urgently complete the dossier and report to the Prime Minister in January 2025, along with a draft plan to implement the planning, in which it is necessary to carefully consider the need for a project on mobilizing resources to implement the planning.
It is expected that by 2030 there will be 5 national universities.
According to the draft plan for the network of higher education and pedagogical institutions for the 2021-2030 period, with a vision to 2050, the Ministry of Education and Training said that by 2030, the country will have about 250 higher education institutions.
Among the approximately 30 key national higher education institutions, there will be 5 national universities, 5 regional universities and 18-20 key national industry higher education institutions.
Along with Hanoi National University and Ho Chi Minh City National University, by 2030 the country will have 3 more national universities developed on the basis of Hue University, Da Nang University and Hanoi University of Science and Technology.
Regarding the plan to develop a network of teacher training institutions, the Ministry of Education and Training said it will streamline and define roles and missions based on capacity and reputation, meeting the requirements for developing the teaching staff of localities, regions and the whole country.
By 2030, there will be about 50 higher education institutions nationwide participating in teacher training at all levels. Of these, 11 higher education institutions will play a core and pivotal role in the network of teacher training institutions in each region and area, focusing on educational science research and high-quality, high-level training with about 50% of the total scale of teacher training nationwide.
About 22 universities (mostly under the provincial People's Committee) provide training to meet the needs of teachers at all levels of the locality and neighboring provinces, with about 44% of the national teacher training scale.
About 17 other higher education institutions participate in training some specific teacher training majors, accounting for about 6% of the training scale.
