Mr. La Van Luan, Head of the Department of Ethnic Minorities and Religions of Quynh Nhai district, said: From 2024 to now, the district has implemented 10 projects of the National Target Program on socio-economic development of ethnic minority and mountainous areas with a total planned capital of over 78.8 billion VND. Of which, nearly 29 billion VND was allocated to repair and upgrade 24 schools, roads, cultural houses, medical stations, and markets; nearly 19 billion VND to support community development and medicinal plant growing areas in the communes of Muong Gion, Chieng Khay, Ca Nang, Nam Et, and Muong Sai. The remaining funds will be used to implement projects to stabilize the population in necessary places, develop vocational education and employment; preserve traditional culture associated with tourism development; invest in socio-economic development of ethnic minority groups with very few people and ethnic groups facing many difficulties; communication, inspection, supervision.
In addition, the district focuses resources on programs and projects implementing preferential credit policies to support people with more capital for production. Up to now, the Transaction Office of the District Social Policy Bank has assessed loans for 2,127 poor and near-poor households with a total outstanding loan balance of over 153 billion VND; and loans for 629 households from the National Employment Fund with an outstanding loan balance of nearly 34 billion VND. Households that borrow capital mainly invest in raising livestock, caged fish, growing fruit trees and medicinal herbs.
The family of Mr. Tong Van Than, Khoang village, Pa Ma Pha Khinh commune, was previously considered a poor household. In 2021, his family borrowed capital from the Social Policy Bank to buy 4 breeding cows. Along with that, the family planted nearly 1 hectare of corn as a source of food to raise 6 goats and 2 sows. Mr. Than shared: After 3 years, the family's herd of cows increased to 8. Thanks to the loan, in 2024, my family escaped poverty, had a decent house and had money to take care of 2 children's education.
Along with that, the district has well implemented social security, comprehensively developed education, training, health care, culture; improved the quantity and quality of cadres, civil servants, public employees, and workers who are ethnic minorities. Fully and promptly implemented policies for prestigious people among ethnic minorities, built a strong grassroots political system, maintained political security, social order and safety; consolidated and strengthened the great solidarity bloc of ethnic groups.
Mr. Lo Van Hong, Chairman of Muong Sai Commune People's Committee, said: The commune has 8 villages and 847 households. In 2024, the commune will receive an investment of more than 2 billion VND to upgrade the Muon - Coi inter-village road; support 21 breeding cows for Mong ethnic people, and support fish fry for 18 households in the Son La hydroelectric reservoir area. Support programs for ethnic minorities in extremely difficult areas have gradually improved people's lives.
With many solutions, integrating programs and projects, mobilizing many resources for socio-economic development, promoting economic restructuring in accordance with the conditions and cultivation level of ethnic minority areas. In 2024, the poverty rate of the district will be 4.1%, down 0.5% compared to 2023. 100% of communes have car roads to the center; 103 villages and sub-regions have national grid electricity; the number of households using national grid electricity is 98.4%; the rate of ethnic minority workers of working age receiving appropriate vocational training is 28%. The whole district has 62,604 people participating in health insurance, the health insurance coverage rate is 92% of the population; the rate of households achieving the title of "Cultural Family" is 84%.
