Ha Hoa district leaders inspect the progress of removing temporary and dilapidated houses in Hien Luong commune.
This effort demonstrates the determination of the local government in "settling down and making a living", improving people's lives, and aiming for sustainable and comprehensive development.
For over a month, since moving into a new house built by the community, Ms. Pham Thi Luong in Zone 4, Gia Dien Commune, has felt healthier and more energetic. From now on, she no longer has to worry about rain or sun when living in a dilapidated wooden house for many years without the means to repair it.
Pouring water to invite guests in a house that still smells of cement, Mrs. Luong confided: “My daughter got married so I live alone, my family has been poor for many years. I am often sick, when I am well I dry peeled boards for hire to earn extra income to cover living expenses. It is difficult to have enough food and money for medical treatment, I have never dared to dream of having a house to live in. Thanks to the support from the Fatherland Front, philanthropists, local authorities, organizations, residential areas, and relatives, in early March, I moved into a new house with an area of 66 square meters with 2 bedrooms, 1 living room, kitchen, and bathroom. I feel very satisfied with that.”
Gia Dien commune is recognized as a bright spot in implementing the program of eliminating temporary and dilapidated houses for poor households, near-poor households, and policy families with housing difficulties. Up to now, the commune has started to build new houses, renovate and repair 7/7 houses, reaching 100% of the plan, of which 5 houses have been completed. This is an encouraging result, showing the active and effective participation of the local government and people in implementing this great policy of humane significance.
Comrade Pham Van Huan - Chairman of the Commune Fatherland Front Committee said: “When starting to implement the program, the locality checked and found 10 households that were eligible to have their temporary and dilapidated houses removed, of which 7 households were eligible to repair and rebuild; 1 household we persuaded to agree to move in with their children; 2 poor households are completing land procedures to continue to support construction and repair in the coming time. With the determination to complete the program soon, the locality has mobilized resources and community support to help households with housing difficulties live in solid houses. The families receiving support are very excited about this policy.”
As of April 10, Ha Hoa district had started construction on 88/127 houses, reaching a rate of 68.7%. Of which, households with counterpart funds have started construction on 62/98 houses, reaching 63.3%; households without counterpart funds have started construction on 10/11 houses, reaching 91%; households with meritorious people have started construction on 16/18 houses, reaching 89%. It is expected that the remaining households will start construction in the second and third quarters of this year.
To ensure the completion of the goal of eliminating temporary and dilapidated houses in the area, Ha Hoa district has been implementing many synchronous solutions. Authorities at all levels, the Fatherland Front and relevant departments and branches have increased coordination, urged and guided households to implement. Along with that, the Department of Finance and Planning presided over and coordinated with relevant units to issue documents guiding the use of funds and settlement, ensuring compliance with regulations. In particular, the district focused on resolving difficulties in land procedures, creating favorable conditions for people to build houses. Communes and towns were requested to urgently coordinate to review and complete land procedures for households before June 30.

Comrade Do Ngoc Nga - Vice Chairman of the District Fatherland Front Committee said: "As the Standing Committee of the Steering Committee for the elimination of temporary and dilapidated houses in the district, we continue to enhance our sense of responsibility in monitoring and urging the progress of house construction, guiding the completion of application documents and supporting funding for households that have started construction in each phase, ensuring the prescribed time schedule. At the same time, directing the Fatherland Front Committees of communes and towns to coordinate with the People's Committees at the same level to allocate and hand over funding for the first phase of temporary and dilapidated house construction for poor, near-poor households and households with meritorious services to ensure timeliness and effectiveness according to regulations".
It is known that, up to now, the District People's Committee has decided to allocate and provide funding to the People's Committees of communes and towns to support the elimination of temporary and dilapidated houses in the first phase of 2025 with a total budget of over 3.9 billion VND. Specifically, the targeted supplement from the district budget to the commune budget is over 3.8 billion VND, of which the additional provincial budget is over 3.6 billion VND; the source of 5% of regular savings in 2024 transferred to 2025 of the district budget is over 176 million VND. The People's Committees of communes and towns use 5% of regular savings in 2024 transferred to 2025 of the commune budget is over 51 million VND.
With the participation of the entire political system and the consensus of the people, Ha Hoa district is gradually realizing the goal of eliminating temporary and dilapidated houses. This is a remarkable effort, contributing to building an increasingly developed and civilized locality, so that no one is left behind.
