Vietnam recognized human rights and civil rights in the 1946 Constitution immediately after gaining independence in 1945. Subsequently, human rights and civil rights continued to be affirmed and expanded in the 1959, 1980, 1992 and 2013 Constitutions.
In the comprehensive renovation of the country, our Party and State always determine that "people are the root", persistently implementing the motto "people know, people discuss, people do, people inspect, people supervise, people enjoy". From there, human rights are promoted and guaranteed by the institutions of the socialist rule of law State of the people, by the people, for the people.
Internationally, Vietnam has implemented many policies to ensure human rights, basic rights and obligations of citizens according to international standards. This is demonstrated by the fact that Vietnam has joined and signed 7/9 basic conventions and international treaties related to human rights, is a member of the United Nations Human Rights Council for the 2014-2016 and 2023-2025 terms with many initiatives highly appreciated by international friends; contributing to efforts to ensure human rights at all national, regional and international levels.
According to General Secretary To Lam, Vietnam is entering a new era, an era of national growth. It is an era of development, an era of prosperity, an era of prosperity under the leadership and rule of the Communist Party, successfully building a socialist Vietnam, a rich people, a strong country, democracy, equality, and civilization. All people have a prosperous and happy life, are supported to develop and enrich themselves; contribute more and more to peace, stability, and development of the region and the world, to the happiness of humanity and global civilization. People and human rights continue to play a decisive role for Vietnam to closely combine national strength with the strength of the times to create breakthrough development in the next stage.
According to Associate Professor, Dr. Tuong Duy Kien, Director of the Institute of Human Rights, Ho Chi Minh National Academy of Politics, in the period of renovation, especially entering a new era, the era of national development, not only determining people as the center, but also determining human rights as the center, both the goal and the driving force for national development. The era of development requires human rights and civil rights to be recognized, respected, guaranteed and effectively protected, which according to the viewpoint and guiding ideology of General Secretary To Lam is "not to let a number of laws become bottlenecks that hinder the implementation of human rights, civil rights and socio-economic development".
It can be seen that, throughout the past, present and future, the Party and State have always taken care to ensure that every person, every Vietnamese citizen enjoys all the basic rights and freedoms recognized by the Constitution and laws, especially the right of the people to fully, effectively and substantially participate in the affairs of the state and society; to exercise the right to be masters of the country, masters of themselves, to participate in contributing to the construction and development of the country and the right to enjoy the fruits of development, the fruits of the renovation process.
