According to Circular 24/2023/TT-BCA on granting and revoking registration and license plates of motor vehicles, from August 15, 2023, for vehicles not registered under the owner's name with a 5-digit license plate, the default license plate number will be the identification number of the person whose name is on the vehicle registration, not the current user.
Must comply with regulations when transferring vehicles
Accordingly, vehicles registered with 5-digit license plates before August 15, 2023 and have not completed the revocation procedure, will have their license plates automatically become the vehicle owner's identification number. Therefore, if citizens want to change the ownership, they must follow the regulations and switch to a 5-digit license plate as the identification number.
Because the identification plate only applies to 5-digit plates, vehicles previously registered with 3 or 4-digit plates are still allowed to participate in traffic.

The representative of the Traffic Police Department stated that according to current regulations when buying and selling vehicles, the vehicle owner must complete the transfer of ownership procedures within 30 days. Therefore, the representative of the Traffic Police Department recommends that people comply with the regulations on transfer of ownership when transferring vehicles.
How to resolve the registration of a vehicle with multiple owners from August 15, 2023
People who are using a vehicle that is not registered to them need to go to the agency that manages the vehicle registration records to complete the recall procedure and register the vehicle in their name. In case the agency that manages the records is also the place where the vehicle was previously registered, they will not have to complete the recall procedure.
Regarding procedures, people are submitting documents and completing procedures at the agency that is managing the vehicle registration records.
The user must submit a vehicle registration declaration, clearly stating the purchase and sale process and committing to take legal responsibility for the origin of the vehicle; submit additional documents on ownership transfer of the vehicle owner and the final seller (if any) and pay the registration fee.
According to Circular 24/2023/TT-BCA on granting and revoking registration and license plates of motor vehicles, from August 15, 2023, there will be a number of cases where the registration certificate and license plate will be revoked.
In case the user has the vehicle ownership transfer documents of the vehicle owner and the last seller, within 2 working days, the vehicle registration agency will issue a decision to impose a penalty for not completing the repossession procedure. After that, the police agency will register the name change according to regulations. If there is no ownership transfer document, the police agency will issue an appointment to use the vehicle for 30 days.
Along with that, the police agency will send a notice to the vehicle owner, the agency that registered the vehicle and publicly post information about the receipt of the registration application; look up the stolen vehicle archive and vehicle registration data. After 30 days, if there is no dispute or complaint, the vehicle registration agency will issue a decision to impose a fine for not completing the recall procedure and proceed with the name change registration.
Regarding vehicle registration and transfer documents, each citizen should note the following information:
Revocation documents : Vehicle registration and license plate revocation declaration; vehicle owner's documents as prescribed in Article 10 of Circular 24/2023/TT-BCA; copy of engine number, chassis number; vehicle registration certificate; license plate; copy of vehicle ownership transfer document as prescribed in Clause 2, Article 11 of Circular 24/2023/TT-BCA (except in case of moving the original owner).
In case of moving the original owner, the vehicle owner does not have to return the license plate, except in the case of a vehicle registered with a 3 or 4-digit license plate, in which case the 3 or 4-digit license plate must be returned.
In case of loss of vehicle registration certificate or license plate, the reason must be clearly stated in the registration and license plate revocation declaration.
Vehicle transfer and transfer registration documents (*) : Vehicle registration declaration; Vehicle owner's documents specified in Article 10 of Circular 24/2023/TT-BCA; vehicle ownership transfer documents specified in Clause 2, Article 11 of Circular 24/2023/TT-BCA (except for the case of transferring the original owner); registration fee documents specified in Clause 3, Article 11 of Circular 24/2023/TT-BCA; vehicle registration revocation certificate, license plate.
Vehicle registration and transfer procedures
Regarding the revocation procedure , the vehicle owner declares the revocation of vehicle registration and license plate on the public service portal; provides the online vehicle registration file code; submits the above revocation file and receives an appointment to return the vehicle registration result according to regulations;
After checking the valid vehicle records, the vehicle registration authority shall issue a certificate of registration revocation and license plate number according to regulations (with a copy of the engine number and chassis number affixed and the vehicle registration authority's seal on the copy of the engine number and chassis number): 1 copy shall be returned to the vehicle owner; 1 copy shall be kept in the vehicle records; in case of loss of the vehicle registration certificate, verification shall be carried out according to regulations.
Regarding the procedures for vehicle registration and transfer , the organization or individual receiving the transfer of vehicle ownership, the vehicle owner (in case of transferring the original owner): Declare the vehicle registration declaration according to the provisions of Article 9 of Circular 24/2023/TT-BCA; bring the vehicle for inspection, provide the online vehicle registration file code and submit the documents specified in (*) above.
According to Clause 3, Article 3 of Circular 24/2023/TT-BCA (effective from August 15, 2023), the identification number plate is the number plate issued and managed according to the identification code of the vehicle owner with symbols, number plate series, size of letters and numbers, and number plate color according to regulations.
After checking the vehicle records and ensuring that the vehicle is actually valid, the vehicle registration authority will issue a license plate according to the provisions of Clause 2, Article 12 of Circular 24/2023/TT-BCA.
The vehicle owner receives an appointment to receive the results, pays the vehicle registration fee and receives the license plate (issuing a new license plate in cases where the vehicle owner has not been issued a license plate or has a license plate but is registering another vehicle); in case the vehicle owner needs to receive the vehicle registration results via the public postal service, he/she must register with the public postal service unit.
After that, the vehicle owner can receive the vehicle registration certificate and license plate (reissued according to the identification number in case the identification number has been revoked. In case the vehicle and vehicle records do not comply with regulations, the records must be supplemented and completed according to the instructions of the vehicle registration officer on the record instruction form) at the vehicle registration agency or from a public postal service unit.
In case of vehicle registration with original owner, the identification plate number (5-digit plate) will be kept; in case the old plate number is 3 or 4 digits, it will be changed to an identification plate number according to the provisions of Circular 24/2023/TT-BCA.
