- On the afternoon of April 16, 2025, Comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee chaired a working session with the working delegation of the Quang Ninh Provincial People's Committee led by Comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Quang Ninh Provincial People's Committee to discuss the implementation of the pilot project to build a smart border gate. Attending the meeting were leaders of departments, branches and sectors of the two provinces.

Comrade Doan Thanh Son, Vice Chairman of Lang Son Provincial People's Committee, discussed with the Chairman of Quang Ninh Provincial People's Committee about the plan to implement infrastructure construction.

According to the report of the Management Board of Dong Dang - Lang Son Economic Zone (Management Board) at the working session, implementing the direction of the Prime Minister, Lang Son province has deployed the Pilot Project to build a smart border gate on the specialized road for transporting goods in the area of ​​landmarks 1119 - 1120 and the specialized road for transporting goods in the area of ​​landmarks 1088/2 - 1089 belonging to the pair of Huu Nghi International Border Gate (Lang Son, Vietnam) - Huu Nghi Quan (China) (referred to as the Project), and the Project has been approved by the Prime Minister (Decision No. 865/QD-TTg dated August 17, 2024).

After the Project was approved, Lang Son province has implemented related work to build a smart border gate model.

Accordingly, the Project is divided into 2 implementation phases. In phase 1 (infrastructure construction phase), from the third quarter of 2024 to the end of the second quarter of 2026, the focus will be on investing in expanding the dedicated freight road in the area of ​​landmarks 1119 - 1120 from 4 lanes to 14 lanes; expanding the dedicated freight road in the area of ​​landmarks 1088/2 - 1089 from 4 lanes to 8 lanes; investing in inter-sectoral working houses for the forces working on the dedicated freight road in the area of ​​landmarks 1088/2 - 1089.

Phase 2, from the third quarter of 2026 to the end of the third quarter of 2029, will continue to expand the wharf area of ​​the border gate to serve the pilot smart border gate.

To ensure convenience in building customs inspection, control and quarantine procedures, the organization will initially select 1-2 items (fruits, electronic components) to pilot the delivery model through smart border gates.

Regarding the budget arrangement for project implementation, in addition to the state budget, Lang Son province is organizing to attract non-state budget capital to invest in logistics infrastructure, vehicles, machinery and equipment...

Also according to the report at the working session, since the project was approved by the Prime Minister, the leaders of the Provincial People's Committee have also held monthly meetings with specialized agencies to thoroughly grasp and organize the implementation of the project; focusing on directing the implementation of tasks related to the implementation of 3 projects under the project (project: Investment in the construction of an inter-sectoral working house for functional forces in the area of ​​landmark 1088/2 - 1089; expansion of a specialized road for import and export of goods in the area of ​​landmark 1088/2 - 1089; expansion of a specialized road for import and export of goods in the area of ​​landmark 1119 - 1120).

In addition, the professional agency of Lang Son province has also completed the draft of the Medical Quarantine Procedure for vehicles entering and exiting the country, and import and export goods through smart border gates to submit to the Ministry of Health for consideration; develop temporary regulations on import and export procedures; upgrade the national single window portal to receive and share information with Chinese customs; deploy the purchase of specialized equipment for smart border gates...

At the meeting, leaders of the People's Committee and relevant agencies of the two provinces of Lang Son and Quang Ninh discussed and clarified the process of developing the project; the scale of the project; and the conveniences in customs clearance of import and export goods when the project is completed.

Speaking at the meeting, the Chairman of the People's Committee of Quang Ninh province thanked the leaders of the People's Committee of Lang Son province for their support and assistance to the working delegation of the People's Committee of Quang Ninh province during this working trip.

At the same time, he shared that Quang Ninh province is calculating to build and deploy a smart border gate model at a number of border gates in Quang Ninh province. Therefore, during this working trip to Lang Son province, the delegation of the Quang Ninh Provincial People's Committee hopes to learn about how to organize and implement the Smart Border Gate Project of Lang Son province - the first locality to deploy the smart border gate model to study and apply the smart border gate model in Quang Ninh province.
