The National Assembly conducts the second phase of the 7th Session, 14th National Assembly

After a one-week break for agencies to receive, revise and finalize draft laws and draft resolutions, on June 17, the National Assembly began the second phase of the 7th Session. Chaired by National Assembly Chairman Tran Thanh Man, the National Assembly discussed the contents of the working program. Comrade Nguyen Thanh Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Thai Nguyen province and National Assembly deputies of Thai Nguyen province attended the session.

Discussion in the hall on the investment policy of the North-South Expressway Construction Investment Project, Western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc). Delegates agreed with many contents in the draft resolution; at the same time, proposed to review compliance with planning, indicators, land use plans, scope, scale of investment phases, division of component projects; preliminary review of total investment, capital structure, capital allocation capacity, especially the capacity of localities, capital absorption capacity, disbursement period; basis, basis for feasibility of project investment under the public-private partnership method; financial plan for selecting investors; credit institutions participating in project investment.

Continuing to give opinions on adjusting the investment policy of the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2030 period. Through discussion, the majority of opinions of National Assembly deputies highly appreciated the Government for promptly directing the Ethnic Committee to preside over and coordinate with ministries, branches and localities to develop a dossier to submit to the National Assembly, highly appreciated the preparation of the Verification Report of the Ethnic Council and the National Assembly Committees. The opinions of National Assembly deputies basically agreed with the necessity of reviewing and adjusting a number of contents and investment policies of the national target program to remove difficulties and obstacles, speed up the disbursement of projects and sub-projects in the program.

The delegates discussed in groups about 3 contents: Draft Law on Notarization (amended); Draft Law on Value Added Tax (amended); Draft Resolution of the National Assembly on reducing value added tax. The National Assembly delegation of Thai Nguyen province participated in discussion group No. 7 with the National Assembly delegations of Thua Thien Hue, Dak Nong, and Long An provinces. The National Assembly delegate of Thai Nguyen province expressed his opinion on the Draft Law on Notarization (amended). Regarding issues of training facilities, detailed regulations on health conditions of notaries, it was proposed to add some regulations to make the scope of the law more specific.

The working program on June 18 is expected to continue discussing in the hall the draft Law on Trade Unions (amended). Listening to the presentation of the Report on the draft Law on amending and supplementing a number of articles of the Law on Pharmacy; the Report on the review of the draft Law on amending and supplementing a number of articles of the Law on Pharmacy; the Report on the draft Law on Cultural Heritage; the Report on the review of the draft Law on Cultural Heritage. The National Assembly will also discuss in groups the above two draft Laws./.
