The Resolution stated that the 5th Session of the 15th National Assembly, which met from May 22, 2023 to June 24, 2023, considered, decided and gave opinions on the following contents:
Passed 08 laws: Law on Consumer Rights Protection; Law on Bidding; Law on Prices; Law on Electronic Transactions; Law on Cooperatives; Law on Civil Defense; Law on amending and supplementing a number of articles of the Law on People's Public Security; Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
Passed 17 resolutions: Resolution on taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly and People's Councils; Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; Resolution on the Law and Ordinance Development Program in 2024, adjusting the Law and Ordinance Development Program in 2023; Resolution on the National Assembly's Supervision Program in 2024; Resolution on establishing a Thematic Supervision Team "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023"; Resolution on the establishment of the Thematic Supervision Team on "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023"; Resolution on questioning activities at the 5th Session of the 15th National Assembly; Resolution on thematic supervision on the mobilization, management and use of resources for COVID-19 prevention and control; implementation of policies and laws on primary health care and preventive medicine; Resolution on approving the 2021 State budget settlement; Resolution on capital allocation for the Socio-Economic Recovery and Development Program; allocation and adjustment of the medium-term public investment plan for the central budget for the period 2021 - 2025 and allocation of the central budget investment plan for 2023 of the National Target Program; Resolution on investment policy for the road project from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong province and Ninh Thuan province; Resolution on dismissal of members of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee and dismissal of deputies of the 15th National Assembly; Resolution on approving the Prime Minister's proposal on dismissal of the Minister of Natural Resources and Environment for the 2021 - 2026 term; Resolution on electing members of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee for the 15th National Assembly; Resolution on approving the Prime Minister's proposal on appointing the Minister of Natural Resources and Environment for the 2021 - 2026 term; Resolution on approving the proposal of the Chief Justice of the Supreme People's Court on appointing judges of the Supreme People's Court and Resolution of the 5th Session of the 15th National Assembly.
Giving second opinions on the draft Law on Land (amended); giving first opinions on 08 draft laws: Law on Credit Institutions (amended); Law on Citizen Identification (amended); Law on Real Estate Business (amended); Law on Housing (amended); Law on Water Resources (amended); Law on Telecommunications (amended); Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
The National Assembly assigned the Government, National Assembly agencies and relevant agencies to closely coordinate, study and absorb the maximum opinions of National Assembly deputies, complete draft laws, ensure quality and progress, and submit them to the National Assembly for consideration and approval at the 6th Session of the 15th National Assembly.
The Resolution also stated: The National Assembly highly appreciated the direction, management and drastic implementation of tasks and solutions of the Government, the Prime Minister, all levels, sectors and localities; commended the efforts of the business community and all classes of people in basically and comprehensively completing the tasks of socio-economic development and the state budget in 2022, especially implementing the "dual goal" of both effectively controlling the epidemic and promoting socio-economic recovery and development in difficult conditions due to both internal and external factors; public debt, government debt, and state budget deficit are controlled according to the targets assigned by the National Assembly.
In addition to the achieved results, due to the unfavorable impact of the world economic and financial situation and the limitations and accumulated weaknesses of the domestic economy, macroeconomic stability is not really solid; economic growth is low, import-export turnover, industrial production index, foreign direct investment capital decrease; bad debt risk of the commercial banking system increases; state budget revenue decreases compared to the same period last year; operations of markets, especially the financial - monetary, real estate, securities, and corporate bond markets still have many bottlenecks, with many potential risks...
Continue to synchronously, promptly and comprehensively implement the goals, tasks and solutions set forth by the Party, National Assembly and Government.
The National Assembly requests the Government to coordinate with relevant agencies to continue to synchronously, promptly and comprehensively implement the goals, tasks and solutions set out by the Party, the National Assembly and the Government; at the same time, closely monitor developments and forecast the domestic and international situation, have quick and appropriate policy solutions, practical, specific and feasible management solutions and organize drastic implementation, focusing on the following issues:
Ensure stability, consolidate the macro-economic foundation, control inflation, enhance the adaptability and resilience of the economy against negative external impacts. Operate fiscal policies with focus and key points; study options to increase family deductions for personal income tax; be flexible in adjusting environmental protection tax on petroleum products; propose appropriate policy solutions for the global minimum tax mechanism and carbon tax. Timely resolve VAT refund dossiers according to the provisions of law. Focus resources on implementing salary reform, report to the National Assembly on the salary policy reform roadmap at the 6th Session of the 15th National Assembly.
Organize a review of the system of legal documents, focusing on laws on bidding, auction, planning, management, land use, public assets, state budget, public finance, public-private partnership, socialization of public services, investment, environment, construction, real estate business, banking, finance, financial autonomy, securities, bonds, enterprises, appraisal, valuation and other fields that have been recommended, proposed by inspection, supervision, audit teams, investigation, prosecution, trial and enforcement agencies or have many problems and recommendations from localities, people and enterprises; detect and specifically identify provisions with contradictions, overlaps, loopholes, inadequacies, and problems in relevant laws and sub-law documents, and report to the National Assembly on the review results at the 6th Session of the 15th National Assembly.
Strengthen administrative reform, especially administrative procedures, continue to review and reduce business conditions and specialized inspection procedures, strictly control the issuance of circulars and guidance documents, and prevent the emergence of new procedures, "sub-licenses", standards and technical regulations that are inappropriate and lacking feasibility.
There are appropriate and effective solutions to stabilize employment for workers, timely support for unemployed workers, build social housing, build and improve the effectiveness of cultural institutions for workers in industrial parks, export processing zones, etc.
