On the morning of March 26, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly Standing Committee held the 5th Conference of full-time National Assembly deputies of the 15th tenure to discuss a number of contents to be submitted to the National Assembly at the 7th Session of the 15th National Assembly.

The conference aims to discuss and give opinions on 8 draft laws, including: Law on Capital City (amended); Law on Organization of People's Courts (amended); Law on Archives (amended); Law on Roads; Law on Road Traffic Order and Safety; Law on National Defense Industry and Industrial Mobilization; Law on amending and supplementing a number of articles of the Law on Property Auction; Law on Social Insurance (amended).

Speaking at the opening of the conference, National Assembly Chairman Vuong Dinh Hue said that recently, the agencies have closely coordinated, organized many seminars, and consulted with experts, scientists, and relevant agencies and organizations to revise these draft laws.

All 8 draft laws were commented on by the National Assembly Standing Committee in the regular sessions of February and March 2024, based on the major policy groups, viewpoints, goals, and guiding principles when drafting the draft laws. If comparing the progress, the process of preparing the draft laws to be submitted to the National Assembly for consideration and approval at the 7th Session is earlier than in previous sessions.

According to the National Assembly Chairman, the draft laws this time have been revised relatively comprehensively. The National Assembly Standing Committee found that the draft laws are all qualified to be submitted to the National Assembly for comments, consideration and approval.

To make the conference effective, the National Assembly Chairman asked National Assembly deputies to pay attention to some key contents.

Specifically, in terms of political foundation, consider whether the draft laws to date have fully grasped and seriously institutionalized as well as accurately reflected the Party's policies on each issue. Along with that, it is necessary to review to ensure the constitutionality, legality and consistency of the legal system as well as ensure compliance with international treaties and conventions to which Vietnam is a member.

In addition, review whether the contents of the draft law to date have closely followed the major policies set out when drafting the law. “Which content is new, and which additional issues are different or more than the old policies, have they fully complied with the regulations on law making, especially the process of assessing the impacts of proposed new policies, supplements, and amendments or not,” the National Assembly Chairman asked.

The National Assembly Chairman also asked full-time National Assembly deputies to focus on giving opinions on major issues that still have different opinions or options; and at the same time review issues related to the application of laws and transitional provisions.

In the process of drafting the bills, the National Assembly Chairman suggested that the delegates continue to thoroughly grasp the principle: for issues that are mature, clear enough, and have high consensus and unity, they should be stipulated in the law; for issues that are not mature, not clear enough, and have too different opinions, they should continue to be studied. For issues that are truly urgent but do not have high consensus, but have conclusions from competent authorities, they should be studied to take appropriate steps.

The National Assembly Chairman said that at the 7th Session, the National Assembly plans to consider and pass 10 draft laws, including one that the Government has not yet submitted, and another that is being withdrawn for later comments. In addition, 10 other draft laws will be discussed, not to mention a large number of draft resolutions that the Government is proposing.

The National Assembly Standing Committee is directing agencies to review and divide urgent and well-prepared contents into the agenda of the 7th Session; those that are not yet mature, not clear enough, or not yet well-prepared can be postponed to the 8th Session or delayed.

Emphasizing that the task of law-making at this 7th Session is very heavy, the National Assembly Chairman affirmed that this Conference of full-time National Assembly deputies is of great significance in assisting the National Assembly in general in its legislative work at the upcoming session. Therefore, he requested that the deputies pay attention and contribute many dedicated and valuable opinions so that the National Assembly Standing Committee can continue to direct research and absorb them to have the best quality draft to submit to the National Assembly for consideration and approval at the 7th Session.
