According to the Office of the National Assembly, the 5th Session (15th National Assembly) will hold a preparatory session and solemnly open on May 22, and is expected to close on June 23, 2023 in the form of a concentrated meeting at the National Assembly House. The 5th Session will be held in 2 phases: Phase 1 from May 22 to June 10; Phase 2 from June 19 to June 23. From June 11 to June 18, the National Assembly will be on recess so that the agencies of the National Assembly, the Government and relevant agencies have time to absorb, revise and complete draft laws and draft resolutions. Thus, the total working time of the session is expected to be 22 days.
The National Assembly will consider and pass 8 draft laws and 3 draft resolutions, including: Law on Consumer Rights Protection (amended); Law on Bidding (amended); Law on Prices (amended); Law on Electronic Transactions (amended); Law on Cooperatives (amended); Law on Civil Defense; Law on amending and supplementing a number of articles of the Law on People's Public Security; Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
The three draft resolutions include: Resolution on the 2024 Law and Ordinance Development Program, adjusting the 2023 Law and Ordinance Development Program; Resolution amending and supplementing Resolution No. 85/2014/QH13 dated November 28, 2014 on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils; Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
The National Assembly will consider and comment on nine draft laws, including: Land Law (amended) (second opinion); Real Estate Business Law (amended); Housing Law (amended); Water Resources Law (amended); Telecommunications Law (amended); Law on Management and Protection of National Defense Works and Military Zones; Citizen Identification Law (amended); Law on Credit Institutions (amended); Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
In addition, the National Assembly will review and comment on reports on additional assessments of the results of the implementation of the socio-economic development plan and the State budget in 2022; the implementation of the socio-economic development plan and the State budget in the first months of 2023; reports on thrift practice and waste prevention in 2022... The National Assembly will also supervise the mobilization, management and use of resources for the prevention and control of the Covid-19 pandemic; the implementation of policies and laws on grassroots health care and preventive medicine; review personnel work and many other important contents.
Speaking at the press conference, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that at this session, the content of law making has a very large workload, double that of the previous session. In addition, the National Assembly also conducts supreme supervision, questions and answers, and supervision of important topics that are of interest to voters and people nationwide. Along with that are a number of important reports and personnel work.
Regarding the issue of disbursement of public investment capital, according to Tran Van Lam, Standing Member of the National Assembly's Finance and Budget Committee, there is still a large amount of capital from the medium-term public investment plan and the socio-economic recovery and development program that has not been allocated, of which the medium-term public investment plan has nearly 280,000 billion VND and the socio-economic recovery and development program has more than 14,000 billion VND. This issue will be reported to the National Assembly at the 5th Session so that the National Assembly can consider which cases are eligible for investment capital allocation.
Regarding the addition of the draft law to the law and ordinance making program, Deputy Secretary General of the National Assembly, Deputy Chairman of the National Assembly's Law Committee Nguyen Truong Giang said that regarding the three draft laws including the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Road Law; Law on Road Traffic Order and Safety, these draft laws are eligible to be submitted to the National Assembly for consideration and inclusion in the law and ordinance making program. In particular, the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level is proposed to be added to the program of the 5th Session (15th National Assembly).
