Determining that state management of land plays a particularly important role and significance for people's lives as well as socio-economic development in the area, in recent times, Quang Yen Town has focused on overcoming difficulties and obstacles, improving the effectiveness of land management and use in the area.

Although the ward has a large area and implements many important projects of the province and town, the social order situation in Nam Hoa ward is always stable. Land management is tightened. Mr. Hoang Xuan Phong, Chairman of Nam Hoa Ward People's Committee, Quang Yen Town, said: In the first 9 months of 2024, there were no cases of violations of land and construction in the ward. To achieve this result, the ward has always focused on ensuring compliance with the planning and land use plan approved by competent authorities. Along with that, strengthen the dissemination and education of land law; step up inspection and supervision related to land use in the area, gradually limit and prevent violations of land law, assign cadres to keep abreast of the situation, regularly inspect and closely monitor cases of construction works to prevent violations.
The work of handling administrative procedures on land for people under the authority of the Ward People's Committee has been very positive, innovative in the direction of being quick, effective, transparent, democratic, ensuring the rights and obligations of citizens according to regulations. In the recent past, in Nam Hoa Ward, land acquisition and clearance have been carried out for many projects such as the riverside road connecting from Ha Long - Hai Phong expressway to Dong Trieu Town (section from Nha Mac lagoon intersection to provincial road 338 (phase 1); Project to renovate and upgrade the road to Giua Dong pagoda; Project to resettle Nam Hoa Ward... Along with the participation of organizations, the Ward People's Committee has promoted mobilization, persuasion, creating consensus and trust among the people, therefore, in recent years, the ward has not had to organize compulsory land acquisition for any cases.
Not only Nam Hoa, in Yen Giang ward, with the drastic participation of the locality, in the first 9 months of 2024, there were no violations of land and construction in the ward. The ward People's Committee has issued 53 land use right certificates (19 new certificates, 8 transferred certificates, 5 changed the purpose, 12 donated certificates, 9 inheritance-related certificates); granted construction permits to 46 households.
Ms. Dao Thi Thu Ha, Vice Chairman of Yen Giang Ward People's Committee, said: Raising awareness of land law for people is very important, when people realize that properly and fully complying with land law regulations is also protecting their own rights and interests if disputes arise, so they all seriously implement it. The ward has promoted the application of IT in propaganda, effectively used the information portal system, social networking sites; directed the land department to regularly check construction and urban order, closely monitor the area, strictly manage, and minimize violations.

In recent times, in order to improve the efficiency of land resource management and use, Quang Yen town has directed specialized agencies and localities to closely follow land use planning, develop land use plans for each year, suitable for each area; meet the requirements of people and businesses, attract investment. The tasks of land allocation, land lease, land use purpose conversion, land use right certificate issuance, land recovery, compensation for site clearance, implementation of land-related administrative procedures... have been implemented synchronously, gradually becoming systematic and effective. The work of granting land use right certificates has always been seriously directed and implemented, contributing to protecting the legitimate rights and interests of people with land use rights and assets attached to land, while strengthening state management of the land sector. Quang Yen has directed communes and wards to organize the review and management of the 5% land fund; Strengthen the review and handling of investment projects using land and water surfaces that are behind schedule and violate the law in the area; inspect, detect, and recommend handling of violations of state management regulations in the field of land in a number of communes and wards...
Compensation and resettlement support work has been directed with great attention, with the participation of the town's branches, localities and socio-political organizations in the area. Inspection, examination, supervision, settlement of complaints and denunciations related to land are regularly carried out by the town, gradually limiting and preventing violations of land law, promptly handling and correcting organizations and individuals with violations. The reform of administrative procedures has many innovations in the direction of speed, efficiency, transparency and democracy.
First 9 months of the year, People's Committee of Quang Yen Town received and resolved 10,087/11,540 administrative procedure records on land; resolved 298/355 petitions (of which 119 cases of land acquisition; 149 cases of land; 04 cases of policy; 26 cases of other fields); granting land use right certificates to households and individuals with a total of 3,844 certificates; granting land use right certificates for residential land and perennial land (first issuance) to households and individuals with a total of 65 cases; implementing land acquisition for 24 projects with a total recovered land area of over 4,334 hectares, and handing over an area of over 133 hectares of cleared land to investors.
In addition to the achieved results, land management in the town still has certain difficulties, limitations, and shortcomings in solving problems that existed in previous periods. In order to improve the efficiency of land use in the area, in the coming time, the town will continue to promote the dissemination, propaganda, and education of laws in the field of land management; strengthen inspection and supervision of project implementation; inspect, review, and handle violations, etc.
