The scale of cooperatives is still small.
This morning, November 1, according to the report of the Department of Planning and Investment, Quang Nam province currently has 613 cooperatives in operation. Of these, about 407 cooperatives operate in the agricultural sector; 35 cooperatives in the industrial - handicraft sector; 20 cooperatives in the transportation sector; the rest in the fields of trade, services, tourism, environment, and market management.
Cooperatives operate at different scales and levels but still have many problems and difficulties.
The common point of most cooperatives is that they are mostly super small, their ability to produce goods is not large enough, their facilities do not meet market requirements; they lack investment capital to expand production scale; their management and operational capacity is limited; and their cooperatives have not yet accessed support mechanisms and policies.
Ms. Huynh Thi Thu Thuy - representative of Ba Ba Hoi Cooperative (Tam Ky City) proposed that there should be a more favorable mechanism in the regulations on capital access for infrastructure investment in order to expand development. Typically, the regulation that a delta cooperative must have 50 members to access capital is very difficult. Because in the province, most cooperatives are small and medium-sized, it is difficult to gather such a large number of members to achieve business efficiency.
Mr. Pham Khanh Nam - Cooperative in Phu Ninh district, said that the facility is located within the area of land clearance, especially the complete clearance. For nearly a year, the Cooperative has been unable to operate because it is applying for a mechanism to receive land fund support. He hopes that the district and the province will continue to pay attention so that the unit can soon return to normal operations, because there are about 60 days left until the winter-spring crop.
At the same time, leaders of some cooperatives also proposed policies and mechanisms related to encouraging and attracting young human resources to work; salary mechanisms for key staff who have been with the cooperative for a long time...
Do not leave capital in the bank
Mr. Ho Quang Buu - Vice Chairman of Quang Nam Provincial People's Committee said that most of the cooperatives are not large in scale but many advanced models have been recognized. The province also strongly directs cooperation with foreign countries, increasing loan capital to support cooperatives. A typical example in the near future will be the strong development of agricultural tourism models, including Tra Que vegetable village becoming the best tourist destination in the world.
“We recommend that if cooperatives know of any localities with good practices and solutions, they should advise the province. However, in the near future, cooperatives should focus on applying information technology and digital transformation to improve product quality and business efficiency,” Mr. Buu shared.
Mr. Le Van Dung - Chairman of Quang Nam Provincial People's Committee acknowledged that the cooperative model has made a positive contribution to the local economy. The units have organized many forums and fairs to promote their products to domestic and foreign markets. However, in general, the quality, brand and output of cooperatives are still not commensurate with the potential and strengths of the province.
“Cooperatives need to reposition their role in the economic development structure of the province. We must find a way to make cooperatives soon become locomotives, have the ability to spread and lead the market. Because there is still a situation of chasing after achievements, for example, to achieve a new rural commune, cooperatives are needed,” said Mr. Dung.
To do that, agencies, departments and branches need to step up propaganda to properly perceive the role of cooperatives, avoiding understanding them according to traditional production methods; the government needs to do a good job of State management, widely and drastically implement policies and guidelines; make recommendations and proposals to promptly supplement and edit documents that are no longer suitable and limit development; authorities at all levels need to increase listening and dialogue with cooperatives.
Mr. Dung also affirmed that capital is the need and source of life for cooperatives. Therefore, banks need to take drastic measures to consider and create the best mechanism for cooperatives, avoiding the situation where cooperatives have money but cannot access it, or even leave money in banks to earn interest. The view is that money must be circulated outside for society to develop.
