Merger on inheritance basis
At the meeting, comrade Nguyen Manh Tuan, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the People's Committee of Tuyen Quang province presented the draft Project to merge administrative units of Tuyen Quang and Ha Giang provinces.
Accordingly, Tuyen Quang province was established on the basis of merging the entire natural area and population of Tuyen Quang and Ha Giang provinces. After the merger, the newly established province was named Tuyen Quang province and its political-administrative center was located in the current Tuyen Quang province.
The placement of the administrative center in Tuyen Quang province is based on the inheritance of historical and traditional factors through the mergers between Tuyen Quang and Ha Giang provinces.
The area of Tuyen Quang province after the arrangement is nearly 13,800 km2 with a population of more than 1.865 million people.
The combination of resources of the two provinces also creates opportunities for stronger economic development; facilitates the formation of production value chains; expands market size; attracts investment; and improves the quality of public services.
As both provinces have many historical relics and scenic spots, they will create a rich tourist destination with diverse culture and landscape, thereby attracting a large number of domestic and international tourists.
The area of the newly established province after the arrangement is nearly 13,800km2 ; the population is over 1.865 million people.
Choosing the new province name Tuyen Quang helps to minimize paperwork confusion, save budget, human resources, and time after the merger, thereby ensuring the principle of minimizing impacts on people and businesses due to having to convert documents and geographical indications.
In particular, the merger of the two provinces also enhances administrative management capacity, optimizes the administrative apparatus, reduces intermediary layers, saves operating costs and improves efficiency in implementing development policies.

According to the draft project, the merger will help optimize human resources in the public sector, reduce labor surplus, create conditions for developing a team of high-quality officials, civil servants and public employees, and better meet the requirements of state management in the new situation.
Restructuring the staff, civil servants and public employees according to job positions also contributes to improving the quality and public service responsibilities of this team; at the same time, attracting and promoting talents, arranging the right people, the right jobs, the right positions, helping to improve the effectiveness and efficiency of the local political system in general and local governments at all levels in particular.
After the merger, Tuyen Quang province has expanded its territory with pairs of border gates, creating links and connections with the capital Hanoi and the provinces of the Northern Delta. Financial resources, human resources and infrastructure are concentrated, creating favorable conditions for investment in socio-economic development and improving the quality of public services; increasing the scale of public investment; reducing management costs per capita and improving the efficiency of resource use; consolidating and ensuring security and national defense.
Urgently develop and consult voters on the project
On the plan to reorganize the apparatus, arrange the staff, civil servants, public employees and workers and resolve the regime and policies when implementing the reorganization of provincial-level administrative units.
According to the Project, the status quo of agencies, organizations and units with the same functions and tasks of Ha Giang province and Tuyen Quang province will be merged; for agencies, organizations and units with different functions and tasks of Ha Giang province and Tuyen Quang province, the status quo will be maintained and other contents will be implemented according to Government regulations.
Voters' opinions are expected to be collected on April 20, 2025 and completed before 5:00 p.m. on April 20, 2025.
Synchronously implement the Project on rearranging and reorganizing the Fatherland Front Committee, socio-political organizations, and mass organizations assigned by the Party and the State; the Project on ending the activities of district-level Party Committees and establishing commune-level Party Committees directly under the Provincial Party Committee.
Voters' opinions are expected to be collected on April 20, 2025 and completed before 5:00 p.m. on April 20, 2025.

Speaking at the meeting, Ha Giang Provincial Party Secretary Hau A Lenh highly appreciated the efforts of the Steering Committee in developing the project.
In order for the project to meet the time requirements, Comrade Hau A Lenh requested that the agencies and working groups of the two provinces continue to update documents and instructions from the Central Government to incorporate them into a suitable legal basis; strengthen the accurate assessment of reality to avoid shortcomings, especially data related to assets and number of staff. The agencies and working groups of the two provinces proactively coordinate and exchange relevant information to complete the project.
Concluding the meeting, Secretary of Tuyen Quang Provincial Party Committee Ha Thi Nga highly appreciated the spirit and responsibility of the members of the Steering Committee and the working groups of the two provinces who promptly developed the project.
Comrade Ha Thi Nga requested that members of the Steering Committee and the support team proactively coordinate closely, review, update, and share to supplement incomplete information as well as clarify related issues discussed at the meeting to complete the project to ensure progress in terms of time according to regulations.
The organization of public opinion collection must be carried out in accordance with the actual conditions of the two provinces but still ensure strictness and create high consensus when implementing the project.
Regarding issues related to ensuring facilities, arranging work and accommodation, Tuyen Quang province will continue to review and coordinate with Ha Giang province to develop plans for upgrading and repairing to create the most favorable conditions for cadres, civil servants and public employees of Ha Giang province to work after the merger.
