Minister of State Saad bin Sherida Al Kaabi agreed with Prime Minister Pham Minh Chinh's view that cooperation in the oil and gas sector needs to be long-term and stable with a suitable roadmap and steps, so that the two sides "do not miss cooperation opportunities".

On the afternoon of October 31, during his official visit to the State of Qatar, Prime Minister Pham Minh Chinh received Mr. Saad bin Sherida Al Kaabi, Qatari Minister of State for Energy Affairs and CEO of QatarEnergy Company.
Informing about the results of the talks during the official visit, the Prime Minister said that the two countries aim to further enhance the effectiveness of bilateral cooperation and soon upgrade the relationship to a new level, in which energy cooperation is a priority.
Amending the Electricity Law to facilitate investors
Based on the agreement between the two sides to negotiate an agreement on this content, the Prime Minister asked Qatar to support Vietnam in specific implementation and maintain the supply of energy products such as crude oil, gas, chemicals, especially LNG for electricity production.
At the same time, promote cooperation between Qatar Energy Company and Vietnamese partners, especially with the Vietnam Oil and Gas Group (PVN). This includes cooperation to promote self-reliance in gas-fired electricity production; cooperation in implementing projects for exploration, exploitation and processing of oil and gas, offshore wind power, solar energy, hydrogen, etc.
The Prime Minister said that Vietnam is amending the Electricity Law and related regulations to reduce administrative intervention. Enterprises will have more initiative and autonomy.
The Government will further facilitate the operations and cooperation of foreign investors with domestic partners.
However, the head of the Vietnamese Government suggested that QatarEnergy have a market-based, public, and transparent pricing mechanism, but it must be suitable to the conditions of Vietnam as a developing country.
Minister of State Saad bin Sherida Al Kaabi thanked the Prime Minister for the comprehensive and clear information provided; highly agreed and fully supported the cooperation proposals. He said that these are very potential fields, especially electricity and LNG, and said that he is negotiating with PVN about the projects.
He assessed that Vietnam is expected to continue to achieve the highest growth rate in Asia, leading to increased demand for energy. Therefore, along with negotiating and signing cooperation documents with Vietnam on energy and gas, he proposed an agreement on the production and supply of urea - a product processed from oil and gas.
Regarding new energy projects, the company is ready to connect and cooperate and invest with Vietnamese partners. Therefore, the State Minister of Energy of Qatar expects the Electricity Law project to be soon approved by the National Assembly in the near future to serve as a foundation for the two sides to enter into specific agreements.
Agreeing with Prime Minister Pham Minh Chinh's view that cooperation in this field needs to be long-term, stable with a suitable roadmap and steps, "not missing cooperation opportunities", the State Secretary said he will come to Vietnam to discuss and promote these cooperation projects as soon as possible.

Will organize a forum for businesses of the two countries to connect
Receiving Sheikh Faisal bin Qassim Al Thani, Chairman of the Qatar Business Association and Chairman of Al Faisal Holding Group, Prime Minister Pham Minh Chinh said that Vietnam prioritizes attracting investment in areas where Qatari businesses have strengths, including energy, digital transformation, emerging industries, real estate, housing, services, infrastructure, etc.
Appreciating the potential for cooperation, the Chairman of the Qatar Business Association found that Vietnam has great potential for investment cooperation. With the information provided by the Prime Minister, he said that Qatari businesses can completely promote investment and business cooperation in Vietnam, as well as bring more Vietnamese goods to the Qatar market.
To realize the opportunity, the Prime Minister suggested that the two sides coordinate to organize a business forum to connect businesses of the two countries and receive consensus, aiming to sign a cooperation agreement for step-by-step implementation.
Receiving Mr. Amir Ali Salemi, CEO of the International Investment and Consulting Group (JTA), Prime Minister Pham Minh Chinh highly appreciated JTA's effective business investment activities and supported the group's vision and social responsibility when implementing investment in production and business activities aimed at development goals.
Accordingly, JTA is cooperating with T&T Group to study investment cooperation, including an agreement to cooperate in studying investment in the Dong Anh sports complex and commercial center project, Hanoi.
The Prime Minister hopes that the construction of this complex will contribute to meeting the needs of the capital's residents, but its operation needs to be effective with accompanying services to maintain long-term operations and expand the investment sector in Vietnam.
At the reception, the Prime Minister witnessed the handover ceremony of the minutes of the cooperation agreement on investment research in the Dong Anh sports complex and commercial center project between T&T and JTA.
