Accordingly, the project to expand the Noi Bai - Lao Cai expressway (Yen Bai - Lao Cai section) from 2 to 4 lanes was also proposed with a total investment of nearly 7,700 billion VND. Of which, 3,005 billion VND (equivalent to 40%) is proposed from the state budget, the remaining about 4,613 billion VND is mobilized by VEC, including 777 billion VND of equity capital, more than 3,200 billion VND of loan capital and more than 600 billion VND of interest during the construction period.

The Noi Bai - Lao Cai expressway is not only important for the provinces and cities it passes through, but also has significance for the Northwest region and the whole country.

It is known that the Noi Bai - Lao Cai expressway (Yen Bai - Lao Cai section) has been completely upgraded with a total length of more than 121 km, contributing significantly to enhancing traffic connections between the northern mountainous provinces with Hanoi and key economic regions.

Upgrading and expanding the Yen Bai - Lao Cai highway is very necessary.

Previously, on March 20, 2025, the Ministry of Construction sent a document requesting VEC to review its ability to mobilize capital to implement important expressway projects, including Noi Bai - Lao Cai.

The Ministry of Construction also requested VEC to develop a specific implementation plan in case the competent authority approves the investment capital contribution plan, especially for the Yen Bai - Lao Cai section expansion project of the Noi Bai - Lao Cai expressway, expected to start construction in 2025.
