Accordingly, in recent times, there have been consecutive ship accidents in the sea areas from Quang Ngai to Kien Giang provinces, directly caused by the appearance of some types of dangerous weather and oceanography, combined with the strong southwest monsoon. At the same time, it is forecasted that in the coming time, offshore waters in the South Central and Southern regions will continue to have strong waves and winds due to the impact of storms, tropical depressions or strong southwest monsoons, increasing the risk of incidents and accidents at sea.
Therefore, in order to prevent, organize response, and minimize the consequences of incidents and accidents on ships, the National Committee for Incident, Disaster Response and Search and Rescue recommends that coastal provinces and cities (including Binh Thuan) organize the prevention and response to ship accidents caused by the effects of dangerous weather conditions at sea. Specifically, relevant agencies, units and localities should do a good job of forecasting, warning, and transmitting information, ensuring that all crew members and owners of vehicles operating at sea are aware of weather developments; be ready to propose plans to restrict or prohibit sea travel when meteorological and hydrographic conditions do not allow; strictly control the registration, inspection of vehicles and conditions for departure; broadcast information and warn of accident risks; increase forces and vehicles to guard and be on duty at incident and accident locations, and be ready to mobilize to organize response. On the other hand, do a good job of information, propaganda and management of people and vehicles operating at sea; Strengthen on-call duty at all levels; promptly mobilize on-site forces and means and strengthen, organize and respond flexibly and effectively to incidents and accidents.
