On January 18, the Ministry of Public Security announced that the Investigation Police Agency had prosecuted and temporarily detained Mr. Pham Tan Kien, Mr. Nguyen Tran Long (Director of ALA Company) and Mr. Pham Van Vinh (Director of Toan Hung Thinh Company) for violating bidding regulations causing serious consequences.

According to the Ministry of Public Security, the above decisions are the result of expanding the investigation into the case of Violating bidding regulations causing serious consequences; Abusing position and power while performing official duties occurring at the Ho Chi Minh City High-Tech Park Research and Development Center; TST Technical Services Trading Company Limited, the Ho Chi Minh City Department of Planning and Investment and related units.
The Investigation Police Agency determined that the three defendants colluded between the investor, the bidding consultant, the contractor who evaluated the bidding documents, evaluated the results of the contractor selection, and the contractor who provided equipment for the Laboratory Equipment System Project serving the conservation, breeding and development of mushroom varieties for agricultural production and environmental treatment in Ho Chi Minh City, violating the provisions of the Bidding Law, causing particularly serious damage to state assets.
The Ministry of Public Security is continuing to thoroughly investigate and expand the case, applying legal measures to recover assets for the State.
