According to the draft amendments and supplements to a number of articles related to civil aviation safety of the Ministry of Transport, aircraft operators must ensure that all flight crew members have no alcohol concentration in their blood or breath when performing flight missions over Vietnam and report violations to the Civil Aviation Authority of Vietnam within 24 hours of detecting violations related to alcohol concentration.

Flight crew members are not allowed to perform flight duties when there is alcohol concentration in the blood, breath or when they are dependent on, use or are under the influence of stimulants that affect perception and behavior, which may reduce alertness, capacity and ability to perform tasks to ensure flight safety.

In addition, flight crew members have the right to refuse to perform duties with those who violate these regulations and are responsible for reporting to the aircraft operator when discovering the use of alcohol or stimulants that affect the cognitive behavior of those performing duties on the flight.

Flight crew members must be tested for psychoactive substances when requested by competent state agencies. Failure to comply with the testing regulations of competent state agencies will result in a ban on flights to and from Vietnam.

In addition, foreign aircraft operators operating flights in Vietnam under a contract to lease aircraft with crews from Vietnamese aircraft operators must comply with the above regulations. If they do not comply with this regulation, foreign aircraft operators will not be allowed to operate flights in Vietnam.

According to the circular, stimulants: Including alcohol, opium, painkillers and sleeping pills, cocaine, hallucinogens, narcotics, prohibited solvents but excluding coffee and tobacco.
