The national target program on new rural construction in Quang Ninh province, implemented since 2010, has created important conditions to promote agricultural economic development, improve farmers’ lives and change the face of rural areas. One of them is synchronous infrastructure, ensuring rural-urban connectivity and regional connectivity.
Binh Lieu district can be said to be a locality with rapid and clear changes thanks to synchronous infrastructure investment. The roads connecting villages, communes with communes, and communes with the district center have helped bring agricultural products such as vermicelli, star anise, cinnamon, pine resin, etc. to the lowlands more conveniently; helping to bring science and technology, advanced technology, modern machinery and equipment serving production, etc. to the highlands and ethnic minorities. From here, Binh Lieu's economy has developed, people's lives have become more prosperous, and the rural and urban areas of Binh Lieu have become more spacious, clean, and rich. That is the foundation for Binh Lieu district to reach the new rural area (NTM) finish line, becoming the first mountainous and border district with a large number of ethnic minorities in the country to reach the NTM finish line.
Fortunately, along with Binh Lieu, rural, mountainous and island areas of Quang Ninh have all developed more thanks to the infrastructure system invested from the NTM capital source. In particular, from 2021 to present, the province has focused on investing in developing strategic, synchronous and modern transport infrastructure, promoting regional connectivity, connecting disadvantaged areas with economic centers, urban centers, dynamic regions, economic zones, industrial parks to promote rapid and sustainable regional development; continue to invest in and upgrade irrigation works, disaster prevention works, electricity infrastructure, cultural facilities, educational and training facilities, and medical infrastructure.
Over the past 4 years, the province has invested in and basically completed projects connecting ethnic minority areas such as the project to renovate and upgrade provincial road 342, the section in Ba Che district and 6 dynamic traffic infrastructure projects in ethnic minority, mountainous, border and island areas. From the province's capital, a series of works have been put into use, improving the effectiveness of promoting the local economy and people's lives. By the end of August, the whole province had completed 13/15 dynamic traffic projects, connecting ethnic minority, mountainous, border and island areas using the capital of the Ethnic Minority Master Program. For example, the traffic routes connecting the center of Dai Duc commune to the center of the old Dai Thanh commune, Tien Yen district; from the district center to Quang An commune, Dam Ha district; from National Highway 18 to the center of Quang Son commune, Hai Ha district; from the Ha Long - Van Don expressway overpass intersection in Trai Me village, Son Duong commune to Dong Tra village, Dong Lam commune, Ha Long city (provincial road 342); from village 3, Quang Thinh commune to Quang Chinh commune, Hai Ha district; from National Highway 18 through Quang Lam commune to San Cay Cooc village, Quang Son commune, Hai Ha district; from the district center to Quang Lam commune, Dam Ha district; complete Bang Quang spillway in Don Dac commune, Ba Che district.
At the same time, during this period, the province also invested in renovating and upgrading roads and road works such as Provincial Road 341 (National Highway 18C) from Mong Cai Border Gate Economic Zone to Bac Phong Sinh Border Gate Economic Zone Phase 2; the road connecting National Highway 18 to Ba Che Town Center, Ba Che District; renovating and upgrading the flood spillway system in Binh Lieu District and the flood spillway system in Ba Che District; upgrading the road from Khe Lac Village, Dai Duc Commune to Huc Dong Commune (from Khe Lac Village to the end of Na Cam Village, Dai Duc Commune connecting with Thong Chau Village, Huc Dong Commune, Binh Lieu District).
Along with transport infrastructure, Quang Ninh province also synchronously invests in basic information and communication infrastructure, invests in centralized water supply works, invests in rural environmental infrastructure, education, culture, health care, commercial infrastructure, etc.
Up to now, all rural areas of Quang Ninh have changed their appearance, with synchronized infrastructure, clean and beautiful landscape environment, developed production, and improved quality and quantity of people's lives.
