Lam Dong calls for businesses to invest in social housing

On April 18, in Da Lat city, Lam Dong Provincial People's Committee held a conference to promote investment in social housing development in the province. Attending were representatives of Lam Dong Provincial People's Committee, departments, branches, localities and 14 enterprises and investors from many provinces and cities across the country with demand for investment in social housing construction in Lam Dong province.

A report from the Lam Dong Department of Construction shows that the demand for social housing in Lam Dong province is currently estimated at about 4,711 units, mainly concentrated in Da Lat city, Bao Loc, Duc Trong district and industrial parks.

According to the target assigned by the Government by 2030, Lam Dong province must complete the construction of 2,200 new social housing units.

However, from 2021 to now, Lam Dong province has only completed and put into use 99 social housing units, meeting about 2% of actual demand, reaching about 4.5% of the target assigned by the Government. This figure shows that the speed of social housing development is still very slow and has not met the actual demand.

Therefore, it is urgent that Lam Dong province has more breakthrough solutions in planning, resource mobilization, investment attraction, as well as removing difficulties and obstacles in procedures and policies to further promote the development of social housing in the province in the coming time.

At the conference, representatives of the Lam Dong Department of Construction introduced 12 locations for planning social housing projects in the area. However, these locations are in the "4 not yet" stage: no 1/500 planning; no investment policy approval; no site clearance and no traffic routes to the project site...

Investors speak at the conference.

Representatives of investors attending the conference raised many opinions and difficulties for Lam Dong Provincial People's Committee to consider.

Specifically, the regulations in the construction of Lam Dong social housing projects are unreasonable, specifically the construction density on the project area is too low, the regulations on the height of the building are too low... not ensuring profits for investors; when the project is completed, there are also difficulties in determining the right beneficiaries of the project; home buyers have difficulty accessing loans; the regulation that investors must leave 20% of the houses in the rental housing fund makes it difficult for investors to rotate capital...

In particular, investors suggested that the biggest problem currently is site clearance.

Speaking at the conference, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep affirmed that Lam Dong province only hands over clean land to social housing investors, and does not require investors to advance capital for site clearance so that investors can implement the project immediately after starting the investment.

In addition, Lam Dong province is willing to lend money to low-income people to buy social housing, creating conditions for investors to recover capital as quickly as possible...

For proposals on construction density, building height, etc., Lam Dong province will apply the most beneficial criteria for investors within the framework of legal regulations. However, investors also need to design the project to suit the actual terrain, taking advantage of the slope to increase the number of basement floors.
