- In recent years, all levels and sectors in the province have focused on implementing Decision No. 1029/QD-UBND dated May 25, 2021 of the Provincial People's Committee approving the Project "Innovating production organization forms, associated with production chains, product consumption, and brand building in the agricultural and forestry sector for the period 2021 - 2025, with a vision to 2030" (project). Thereby, ensuring a stable consumption market, promoting sustainable development of agricultural production in the province.
In addition, some districts have increased socialization in supporting and promoting agricultural products in the area and have been supported and responded by the people, such as: socializing the organization of custard apple and fresh fruit festivals in Chi Lang and Huu Lung districts, contributing to promoting products; propagating and encouraging people to invest themselves, improving product quality from the method of wrapping plastic bags, using sticky traps, fruit fly bait traps for fruit trees, etc.
Besides, businesses also proactively seek and link with cooperatives and people to produce and consume products.
For example, Duc Quy Production and Import-Export Investment Company Limited, Kim Dong Commune, Trang Dinh District. Mr. Nguyen Quang Huy, Head of Business Department, Duc Quy Production and Import-Export Investment Company Limited said: Realizing the potential for developing black jelly trees in the district, from 2019 to now, the company has proactively signed contracts with more than 100 households in Kim Dong Commune, Trang Dinh District to produce and consume black jelly trees. Accordingly, during the implementation process, the company sent staff directly to the fields to guide the people on planting and caring for black jelly trees to ensure quality. On average, each year, the company purchases from 1,500 to 2,000 tons of jelly for farmers at the committed price.
Thanks to that, if in the period of 2016 - 2020, the links were still loose, there were no linkage contracts between the parties, lacking sustainability, then up to now, the whole province has formed and developed 15 production and product consumption linkage chains between enterprises, cooperatives, and cooperatives through linkage contracts, ensuring from production to processing and product consumption.
It can be seen that after nearly 4 years of implementation, the construction of a production and product consumption chain has achieved positive results, contributing significantly to increasing the value of agricultural products and ensuring stable product consumption.
Promoting innovation in production organization forms associated with production chains and product consumption in the agricultural and forestry sector aims to create favorable conditions for enterprises, cooperatives, cooperative groups, and households to participate in investment in production development, focusing on key products with local strengths, linking to form value chains. Thereby, contributing to improving the efficiency of agricultural production.
Focus on implementation
In order to carry out the tasks and goals of agricultural development in the period of 2016 - 2020, all levels and sectors in the province have implemented many solutions to transform crop structure to increase value and clearly form production areas of commodity products.
Specifically: vegetable growing areas in the city and districts of Cao Loc, Binh Gia, Van Quan, Loc Binh; custard apple growing areas in districts of Chi Lang, Huu Lung; tobacco growing areas in districts of Chi Lang, Bac Son, Huu Lung; tangerine growing areas in districts of Trang Dinh, Binh Gia, Bac Son; persimmon growing areas in districts of Van Lang, Cao Loc; black jelly growing areas in districts of Trang Dinh, Binh Gia.
However, the products are mainly purchased by traders, the output price is unstable, and consumption through product linkage contracts is still limited. Therefore, the Provincial People's Committee has issued a project to innovate the form of production organization, linked with the production linkage chain, product consumption, and brand building in the agricultural and forestry sector for the period 2021 - 2025, with a vision to 2030. In particular, the goal for the period 2021 - 2025 is that the whole province will have 25 agricultural and forestry production and consumption linkage chains.
Mr. Hoang Van Chieu, Deputy Director of the Department of Agriculture and Rural Development (DARD), said: In order to implement the project and specify the assigned tasks, in recent years, the department has issued decisions to deploy key tasks and plans to implement the project. The unit develops plans and roadmaps, thereby specifying and clearly defining the tasks, work content, completion time, and specific solutions for effective implementation.
Accordingly, based on the established production areas of commodity products, the Department of Agriculture and Rural Development has directed the specialized department to coordinate with relevant units to focus on agricultural extension work, transferring science and technology to cooperatives and cooperative groups on production techniques, animal husbandry, cultivation, preservation, and processing according to technical processes; training and guiding people to apply good agricultural practices in agriculture and animal husbandry (VietGAP, GlobalGAP, organic...). Thanks to that, farmers have improved their understanding and knowledge to apply in production. Up to now, the whole province has over 4,000 hectares of crops of all kinds produced according to VietGAP, GlobalGAP, organic standards...
When ensuring raw material areas, functional sectors and People's Committees of districts and cities promote connection, build production chains between people and enterprises, cooperatives, encourage enterprises to invest in the agricultural sector. At the same time, support agricultural materials, packaging, labels... for producers, ensure that manufactured products meet the standards required by associated enterprises, and purchase products.
For example, from 2023 to present, the Department of Rural Development has coordinated with relevant units to support over 59.4 tons of organic microbial fertilizers, DAP fertilizers and nearly 6,000 product packaging for cooperatives and groups to implement product consumption linkage chains.

Ensure output, stabilize consumer market
Thanks to the formation and development of production and consumption chains, it contributes to changing production awareness and thinking, gradually increasing product competitiveness in the direction of diversifying product types from fresh and raw products to pre-processed and processed products, improving the quality of agricultural products in the direction of VietGAP, organic, HACCP production (principles used in establishing a food safety management system)...
Therefore, the products produced ensure quality, are packaged, labeled, and traceable to meet market demand. The products are consumed at stores, restaurants, cooperatives, and businesses in and outside the province. Thereby, contributing to enhancing brand value and agricultural product value.
Mr. Luong Thanh Chung, Head of the Department of Agriculture and Rural Development of Chi Lang district, said: In the past time, the department has coordinated with related units to propagate and support people and cooperatives to link with enterprises to produce and consume products in the area. Currently, the whole district has built and developed 5 linkage chains with products including custard apple, peach, star anise, tobacco, and potatoes. Thereby, creating a stable output for products, products are purchased by linked enterprises at prices about 5-10% higher than market prices, contributing to increasing the value of agricultural production. In 2023, the value of agricultural production in the area will reach about 2,080 billion VND, an increase of 4.9% compared to 2022.
Along with that, people participating in the chain are trained in the process of transferring science and technology, thereby improving product quality and having contracts to consume products, ensuring stable output, limiting the situation of "good harvest, low price".
Ms. Mong Thi Vien, Tu Doan commune, Loc Binh district said: In the winter-spring crop of 2023 - 2024, my family planted 13 sao of potatoes. If in the past, the family mainly produced and consumed through traders, prices were unstable, then in the past 2 years, the family joined a partnership with Dai Nguyen Lang Son Joint Stock Company. Accordingly, I was trained in the process of caring for and preventing pests and diseases for potatoes and consuming the products. In the last potato crop, the family harvested about 10 tons of potatoes, earning over 40 million VND after deducting expenses. Thanks to the production partnership and stable output, the family is very confident in developing production.
The implementation of the project to innovate production organization, linked with the production and product consumption chain, has brought about positive economic and social results.
The participating components play their role well in participating in the chain such as: stabilizing production areas, forming new links, commodity areas, creating raw material areas for participating units, building products of the unit, limiting part of dependence on the linked party. From there, contributing to increasing the growth rate of the agricultural sector and increasingly developing more sustainably.
Specifically, in the first 6 months of 2024 alone, the growth rate of the agricultural sector increased by 3.99%. Agricultural products gradually affirmed their brands, the consumption market expanded, bringing stable income to people, contributing to raising the province's average gross regional domestic product (GRDP) per capita to VND 50.8 million in 2023 (an increase of VND 8.08 million compared to 2022).
In 2024, the functional sector and related units have continued to build and develop 5 specific production and consumption chains such as: tobacco production and consumption chain; black jelly chain; seafood chain; anise chain; peach blossom chain.
Up to this point, relevant units have surveyed and built budget estimates to implement chain construction, striving to have 20 production and product consumption chains in the whole province by the end of 2024, contributing to increasing value and promoting sustainable agricultural production.
