Many limitations discovered through inspection and supervision

Since the beginning of the year, the provincial Inspectorate has conducted 47 administrative inspections and 335 specialized inspections and checks. Through the inspection, it has discovered economic violations of more than 3.5 billion VND, recommended the recovery of more than 2 billion VND, and recommended other economic violations of nearly 1.5 billion VND. At the same time, it requested the investor to correct errors in construction investment management; management and use of project management costs.

At the end of April 2023, the Provincial Inspectorate inspected the management of investment projects in Muong Nhe district. Accordingly, the Provincial Inspectorate inspected 19 projects with a total investment of VND 216.7 billion, the acceptance value up to the time of inspection was VND 141.164 billion; the payment value was VND 138.959 billion. The inspected units include: The District Project Management Board assigned to manage 15 projects with a total investment of VND 151.65 billion; the Department of Education and Training 4 projects with a total investment of VND 65.051 billion. The inspection contents include: Investment preparation work; project implementation process of the investor; transparency in bidding work; acceptance of completed volume; disbursement progress of investment projects.

Through the actual inspection of 17/19 works, the project discovered a number of limitations and shortcomings such as: The procedures for implementing some projects have not yet organized the appraisal of estimates, have not approved the survey results report, and have not stamped the approval of the construction drawing design implemented after the basic design. The determination of consulting costs is not accurate, the excess value added tax (VAT) is calculated in the project management costs; the incorrect unit price for geological survey drilling, the cost of preparing technical economic reports, the cost of consulting on construction drawing design. The construction package estimate of some projects has incorrect calculations of arithmetic and volume in some construction items. The supervision and acceptance work of the investor for some construction items is not strict, leading to acceptance and payment of some contents that are not in accordance with regulations. The construction progress and site clearance work are still slow in some projects. For example: Chung Chai Primary Boarding School No. 1 (Chung Chai Commune) project, the estimated mathematical error, the volume of the work items of installing steel beams, girders, roof braces, aluminum-framed glass walls for the facade of 6 classrooms; plastering the interior walls, painting columns, beams, ceilings of 5 boarding rooms with a value of 133.035 million VND. Or the Project of Renovation and Repair of the Boarding School for Ethnic Minorities, Tran Van Tho Primary School (Muong Nhe Commune), the estimated mathematical error, the volume of concrete beams, girders, braces for newly built classrooms, buildings No. 1, No. 2; the mathematical error of the volume of retaining walls built with bricks with a value of 190.021 million VND.

The inspection team recommended recovering the amount of money that was violated through the inspection of 302,662 million VND and imposing an administrative fine of 25 million VND on Viet A Construction Investment and Consulting Company Limited. Along with economic measures, the Provincial Inspectorate recommended the Provincial People's Committee to direct the Director of the Department of Construction to hold a review meeting to consider the responsibilities of collectives and individuals related to the appraisal work at 2 projects: Chung Chai Primary Boarding School for Ethnic Minorities No. 1 and Renovation and Repair of the Boarding School for Ethnic Minorities, Tran Van Tho Primary School. For the People's Committee of Muong Nhe district, the Chairman of the District People's Committee organized a meeting to review the responsibilities of collectives and individuals related to the limitations, shortcomings, and violations for correction and overcoming.

Along with inspection and examination work, supervision and social criticism work have also been focused on by the elected agencies of the province. Since the beginning of the year, the Provincial People's Council, the Standing Committee and the Provincial People's Council's committees have organized 4 thematic supervision sessions on the following contents: Issuance and implementation of policies on supporting agricultural and forestry development to restructure the agricultural sector; State management of mineral exploitation; settlement of petitions, complaints and denunciations on land; management, recruitment and use of staff in the education and health sectors. Through supervision activities, the limitations, causes and responsibilities of the Provincial People's Committee and departments for the limitations have been pointed out. The Provincial People's Council has recommended to the Government, central ministries, branches, and the Provincial People's Committee to resolve 50 recommendations of delegates, people, and businesses in the area.

The Vietnam Fatherland Front Committees at all levels chaired 45 supervision meetings; conducted 11 social criticism meetings, provided opinions to advisory bodies of local Party committees and authorities; and coordinated participation in 228 supervision delegations of all levels and sectors. The People's Inspection Committees organized 59 supervision meetings, recommended handling of 8 cases; the Community Investment Supervision Committee conducted 195 supervision meetings, recommended handling of 37 cases. The supervision activities of the People's Inspection Committees and Community Investment Supervision Committees continued to be improved in quality and efficiency, thereby promoting democracy and ensuring the interests of the people. At the same time, errors and limitations in the direction and administration of local Party committees and authorities were promptly detected, contributing to building an increasingly clean, strong, and effective grassroots government apparatus.
