According to the report of the Department of Information and Communications, by the end of the third quarter of 2023, Bac Ninh province had achieved 16/36 targets set by the Provincial Digital Transformation Steering Committee for 2023. Of the 20 targets not yet achieved, 07 targets are being implemented, 13 targets do not have instructions on calculation methods, statistical methods, and data synthesis.
The average rate of processing work records and signing electronic documents of agencies, units and localities at the provincial level reached 95.69%, at the district level reached 96.38%, at the commune level reached 97.88%; the rate of online settlement of records in the whole province reached 38.87%. In the first 9 months of the year, the Feedback and Suggestion system on mobile devices received more than 2,100 feedbacks, the processing rate reached nearly 92%.
According to the results of the assessment of the level of digital transformation at the provincial level in 2022 (DTI), Bac Ninh ranked 7th in the country with a value of 0.6736, down 3 places but up 0.146 in value compared to 2021; ranked 10th in the Provincial Readiness Index for Development and Application of Information and Communications Technology (ICT Index) and ranked 14/63 in the index set for serving people and businesses in performing administrative procedures and providing public services on the National Public Service Portal.
Bac Ninh province has completed the deployment of the Provincial Administrative Procedure Information System based on the consolidation of the Public Service Portal and the electronic one-stop system and officially put it into operation from May 2023.
At the Conference, delegates performed the button-pressing ceremony to launch the remote digital signature function and issue electronic receipts on the Provincial Administrative Procedure Information System; signed a cooperation agreement between the Department of Information and Communications and the Vietnam Digital Signature and Electronic Transaction Club, organizations providing public digital signature certification services and announced the Digital Transformation Index of departments, branches and localities of Bac Ninh province in 2022.

Speaking at the Conference, Standing Vice Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized that this is an important event, organized for the first time in the province, demonstrating the determination of the provincial leaders, the political system, the business community and people in the province to continue promoting digital transformation, developing the digital economy, digital society and digital citizens.
Regarding the orientation in the coming time, the Standing Vice Chairman of the Provincial People's Committee noted that the implementation of digital transformation is a long-term process, maintained regularly and must be associated with green growth, therefore, it requires the determination and drasticness of the entire political system, the joint participation of the business community and people to contribute to the effective implementation of Resolution 52-NQ/TU of the Provincial Party Committee on the digital transformation program of Bac Ninh province to 2025, with a vision to 2030. At the same time, it is necessary to attach the responsibility of the heads of agencies, units and localities in improving and raising the rankings of low-scoring indicators related to the fields and areas under their charge.

Continue to synchronously implement solutions to improve the quality of digital human resources; raise awareness and professional skills for staff; promote the role and effectiveness of the Community Digital Technology Team. At the same time, strengthen propaganda, promote guidance and support for people to use online public services, utilities, and safe and effective digital services such as public digital signature applications, electronic receipts, and online payments.
Strengthen the application and effective use of the province's shared applications and platforms; increase the rate of administrative procedure records received and processed online, and make online payments; satisfactorily and promptly resolve people's feedback and recommendations on the feedback and recommendation application.
