Consulting and developing specific policies to support women starting businesses

At the Consultation Workshop on orientations to support women in starting businesses in the period 2026-2035, Ms. Nguyen Thi Hang, Vice President of the Women's Union of Bac Ninh province, shared the province's experience in supporting women in starting businesses and some proposals for the coming time.

The Project "Supporting Women to Start a Business in the 2017-2025 Period" (Project 939) assigned by the Government to the Central Committee of the Vietnam Women's Union to preside over the implementation is about to enter its final phase - 2025. In recent times, with the efforts of the Union at all levels, the enthusiastic support and responsibility of the Ministries, departments, branches and sectors, the activities carried out according to the tasks and solutions of the Project have achieved certain achievements.

Bac Ninh is one of the localities that effectively implemented Project 939. Vice President of the Bac Ninh Provincial Women's Union Nguyen Thi Hang shared that when the Project began to be implemented, the Women's Unions at all levels in the province encountered many difficulties in terms of knowledge and skills to support women starting a business. However, identifying Project 939 as one of the key tasks of the Women's Union, the Bac Ninh Provincial Women's Union consulted the Provincial Party Committee, People's Council, and Provincial People's Committee to pay attention and have specific policies to support women in Bac Ninh to start a business.

Specifically, the Provincial Women's Union has coordinated with the Bank for Social Policies (VBSP) in Bac Ninh province to advise on preferential loan policies, entrusted through the VBSP, making an important contribution to supporting women in economic development, establishing businesses, and expanding production and business. The special policy on capital support for women starting a business has been approved by the Provincial People's Council, with a total preferential loan capital of 90 billion VND, a maximum loan term of 5 years, with a maximum loan of 2 billion VND, interest rate: 5%/year. This policy dedicated to supporting women starting a business has demonstrated the trust and support of the Province for the Women's Union at all levels in the province and for women starting a business.

Ms. Nguyen Thi Hang added that, up to now, the Women's Union at all levels in the province has supported and developed more than 200 start-up projects of female members. Along with capital support and implementation of Project 939, the Provincial Women's Union has supported the realization of creative ideas; improved business and start-up capacity for women with feasible ideas; supported management, branding, and intellectual property for women starting businesses and starting businesses with innovation and creativity.

In preparation for the next phase of the Project to Support Women in Starting a Business in the 2026-2035 period , entering the era of national growth, to support women in the province to start a business more effectively, the Women's Union of Bac Ninh province proposes: first of all, the Vietnam Women's Union and the Drafting Team to build the Project to Support Women in Starting a Business in the 2026-2035 period need to be more specific in the concept of "starting a business" so that the Women's Union at all levels can advise on building local policies that are more specific, clear, detailed, and identify the target more accurately.

In addition, the Vice President of the Women's Union of Bac Ninh province also expressed her wish to have guidelines for implementing the Government's Project, clearly stating the responsibilities of each level, each sector, and the responsibilities of the accompanying units so that the Women's Union has a basis to propose and jointly implement and deploy the Project. At the same time, it is also necessary to focus on developing a network of consultants and expanding the market so that projects and products of women entrepreneurs have stable and sustainable output.

On the morning of December 3, 2024, the Vietnam Women's Union organized a consultation workshop on strategic orientations to support women in starting businesses for the period 2026-2035 to identify goals, tasks and solutions to support women in starting businesses to meet the requirements in the new situation.

The workshop was attended by representatives of ministries, branches, experts, startup consultants, organizations and units accompanying the Vietnam Women's Union, women entrepreneurs and representatives of the Women's Union at all levels.

The valuable information and useful sharing of the workshop will be an important basis for the Vietnam Women's Union to continue researching and adjusting solutions and activities to support and promote women's startups in an increasingly innovative and creative direction, keeping up with the strong development of science and technology, digital transformation, green transformation, and sustainable development of the country.
