Scope of practice of family medicine physician

Mr. Tuan requested that competent authorities issue documents or appendices to guide the examination and treatment of family medicine specialties, facilitating the examination and treatment of people and the settlement of health insurance payments.

Regarding this issue, the Ministry of Health responded as follows:

For doctors who are granted a practice certificate with the scope of professional activities being "medical examination and treatment according to the principles of family medicine", according to the provisions of Article 3 of Circular No. 21/2019/TT-BYT dated August 21, 2019 of the Minister of Health guiding the pilot of family medicine activities:

"Article 3. Duties of family doctors

Family doctors perform the tasks specified in Clause 2, Article 2 of this Circular as assigned by the professional manager of the family medicine facility."

Thus, according to the provisions of Circular No. 21/2019/TT-BYT, the scope of practice of family medicine doctors is as follows:

"d) Medical examination and treatment;

- First aid, emergency;

- Screening and early detection of diseases, especially epidemics;

- Chronic diseases, non-communicable diseases;

- Care, medical examination and treatment at home for patients according to the list specified in the Appendix issued with this Circular;

- Perform technical services in:

+ Basic medical service packages specified in the Circular of the Minister of Health;

+ Technical list of level 3 and level 4 is specified in the Circular of the Minister of Health on technical expertise classification and technical list;

+ Other specialized techniques, at a higher level when qualified according to regulations.

The maximum scope of professional activities of family medicine facilities and family doctors includes the services and techniques specified in this point. Based on the actual conditions of facilities, equipment, and human resources (practice certificates, professional degrees, family medicine training certificates of practitioners) of each family medicine facility, the Ministry of Health and the Department of Health shall determine the scope of professional activities and the list of appropriate techniques for each family medicine facility and the scope of professional activities of family doctors under their management authority."
