Ukrainian president presents 'victory plan' to European leaders

Ukrainian President Volodymyr Zelensky said on October 10 that he presented a "victory plan" when he met with British Prime Minister Keir Starmer and French President Emmanuel Macron, AFP reported.

Mr Zelensky has begun a busy schedule of trips to European countries to call for increased military and financial support. After a meeting at Downing Street in the UK, Mr Zelensky said he had detailed a victory plan, with suitable conditions to end the war in Ukraine.

“We have agreed to work together with our allies,” Zelensky said. The Ukrainian leader has visited London twice since Keir Starmer became British prime minister in July. Starmer stressed the importance of Britain’s continued commitment to Ukraine.

Also on October 10, Mr. Zelensky met with his French counterpart Macron in Paris. Meeting with European leaders, Mr. Zelensky stressed that Ukraine urgently needs more aid to fight against Russian attacks in eastern Ukraine. In addition, the Ukrainian leader continued to call on the West to lift restrictions on using long-range weapons to attack Russian soil.

Ukraine attacks Russian airbase

Ukraine announced on October 10 that it had attacked a base deep in southern Russia, hundreds of kilometers from the front line.

Lieutenant Andriy Kovalenko, head of Ukraine’s anti-disinformation center, said a Russian air base had been attacked in the Russian Republic of Adygea. Mr Kovalenko said fuel depots had been destroyed at the base, some 410km from the frontline. Moscow has not commented on the claim.

Meanwhile, the Russian military said on October 10 that it had shot down a series of 92 Ukrainian unmanned aerial vehicles (UAVs) on the night of October 9 and early morning of October 10. Most of them were shot down in southwestern Russia, including the Russian Krasnodar region, which borders Adygea. Ukraine has not commented on this information.

Adygea authorities evacuated residents of Rodnikovoye village after the drone attack, TASS news agency reported, adding that no casualties were reported. About 30 people remained in temporary accommodation centers, while the rest returned to their relatives. Adygea governor Murat Kumpilov confirmed the drone attack on the outskirts of the city of Maykop in Adygea.

Meanwhile, Russian-appointed officials in Crimea reported on October 10 that a fire broke out the same day at an oil depot that Ukraine had claimed to have attacked on October 7. Russia said it had evacuated more than 1,000 local residents, but did not mention the cause of the October 10 fire.

TASS quoted a statement from the Russian Defense Ministry on October 10 saying that the country's military destroyed two Patriot missile systems supplied by the US to Ukraine and a Kyiv military radar, although it did not mention the location of the destruction. In the Kursk region, the Russian military said it repelled two attacks in the Lyubimovka and Kamyshevka areas, adding that Ukraine lost 200 soldiers in one day.

Ukraine has not commented on Russia's statement.

Ukrainian parliament passes wartime tax hike law

Ukraine's parliament on October 10 approved the first major wartime tax hike since the conflict broke out in 2022. Lawmaker Yaroslav Zhelezniak said 247 of the 450 deputies approved the tax hike plan, which still needs to be signed into law by President Zelensky, Reuters reported.

Ukraine’s Finance Ministry said the country already spends most of its revenues on financing the military and that current tax rates are insufficient to cover rising defense spending. The ministry added that the new tax rate is expected to bring in about 23 billion hryvnia ($563 million) in revenue this year and 141 billion hryvnia by 2025. Foreign financial aid remains a key factor for Kyiv to balance its books next year.

The new law includes an increase in wartime taxes from 1.5% to 5% for residents, increased taxes on individual entrepreneurs and small businesses, a 50% increase in taxes on bank profits, and a 25% increase in taxes on financial company profits.

“Budgetary expenditures on non-military issues are financed exclusively with the support of international partners. It is not possible to use these funds for defense needs,” the Ukrainian Finance Ministry said.

Since the conflict began, Ukraine has received about $100 billion in Western economic aid to pay for pensions, public sector wages and other social spending.

Russia denies North Korean military involvement in Ukraine war

Kremlin spokesman Dmitry Peskov on October 10 denied information that North Korean soldiers participated in Russia's military campaign in Ukraine.

"It looks like this is fake news again," Mr. Peskov said.

Earlier, South Korean Defense Minister Kim Yong-hyun alleged that North Korean soldiers may have gone to Ukraine, according to an agreement between Pyongyang and Moscow. Kim Yong-hyun also said that some North Korean soldiers were killed in Ukraine. Kyiv Post cited information from Russian social media that before the missile attack on October 3, Russia briefed North Korean representatives on training soldiers for offensive and defensive actions.
