During the past half term, the Party Committee and the Standing Committee of the Provincial Party Committee of Agencies and Enterprises (the Party Committee of the Bloc) have closely followed the resolutions and action programs to implement the Resolution of the 13th National Party Congress, the Resolution of the 14th Provincial Party Congress and the Resolution of the 7th National Party Congress of the Bloc, term 2020-2025 to specify in leadership documents, directing Party committees at all levels, Party organizations (TCĐ), and unions to effectively implement the set goals and tasks.

As a result, in the first half of the term, the entire Party Committee of the bloc achieved and exceeded 7/9 targets, notably, every year 100% of Party cells and Party committees effectively implemented the thematic resolutions on Party building and studying and following Ho Chi Minh's ideology, morality and lifestyle; 95.2% of Party cells and Party committees completed their tasks well, of which 20.9% of Party cells and Party committees completed their tasks excellently; 98.1% of Party members completed their tasks well; of which 16.71% of Party members completed their tasks excellently; 424 new Party members were admitted (achieving 56.5% of the target set for the whole term of 750 new Party members); of which 236 new Party members were admitted at the age of the Youth Union.

However, in addition to the achieved results, there are still some limitations such as: The leadership, direction, proactiveness and positivity in coordinating the implementation of political tasks of some grassroots Party committees are not really drastic; production and business activities of some enterprises are facing difficulties, affecting the income of workers; the implementation of developing new trade unions and units in non-state enterprises has not achieved high results; some Party committees have led, directed and organized the implementation of inspection and supervision work effectively but still limited. 2/9 targets of the implementation term have not met the set progress. The reason is that the complicated developments of the COVID-19 epidemic have affected the production and business activities of some enterprises and public service units; The leadership and direction of Party committees at all levels are sometimes not resolute and timely; some grassroots Party committee members lack experience in Party work and do not spend much time on Party building; the streamlining of staff and the lack of recruitment of new civil servants, public employees and workers have led to a decrease in the number of members of Youth Union organizations, thereby limiting the introduction of outstanding members for education, training and Party admission work...

Comrade Luu Xuan Hai, Secretary of the Party Committee of the Bloc, said: In order to successfully implement the Resolution of the 7th Party Congress of the Bloc, contributing to the successful implementation of the Resolution of the 14th Provincial Party Congress, the Resolution of the 13th National Party Congress, in the coming time, the Party Committee of the Bloc will focus on leading and directing Party committees of branches and grassroots Party committees to continue to coordinate with heads of agencies, units, and enterprise managers to lead the implementation of political tasks, especially key tasks set forth by the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee.

Strengthening political and ideological education; improving the quality of organizing the study of resolutions, directives, conclusions and regulations of the Party; proactively grasping the situation of ideological developments and public opinion among cadres, Party members and the masses; promptly providing information to guide and create unity in the perception and action of Party committees at all levels, Party organizations, cadres and Party members; actively protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints in the new situation; preventing and repelling ideological, political, moral and lifestyle degradation, and manifestations of "self-evolution" and "self-transformation" among cadres and Party members. Focus on leading and effectively implementing Conclusion No. 01-KL/TW of the Politburo (term XIII) on continuing to implement Directive No. 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, in conjunction with implementing measures to overcome limitations and shortcomings after self-criticism and criticism according to Resolution 4 of the Central Committee (term XII, XIII), and regulations on setting an example of the Party.

Continue to review, revise, supplement and strictly implement the regulations and working programs of Party committees and Party organizations at all levels for the 2020-2025 term; maintain and improve the quality of Party committee and Party cell activities; improve the leadership capacity and fighting strength of grassroots Party organizations and the quality of Party members. Pay attention to perfecting and supplementing grassroots Party committees in conjunction with innovating the leadership methods and working styles of Party committees and Party cells; effectively carry out Party member management, admit new Party members, improve the quality of Party members in conjunction with reviewing, screening and removing unqualified Party members from the Party; promote discipline, order, fighting spirit, self-criticism and criticism, enhance the sense of responsibility and self-awareness of Party members in Party activities and performing the tasks of Party members. Timely revise and supplement the Working Regulations of the Party Executive Committee of the 7th term, 2020-2025 term. Carry out internal political protection work well. Organize training courses on party work for party committees at branches and grassroots party committees.

Leading the implementation of the Party's inspection, supervision and discipline work well; including strengthening inspection, supervision and self-inspection of the work of cadres, civil servants, heads of Party committees, agencies, units and enterprises; proactively grasping the situation, promptly conducting inspections of Party organizations and civil servants when there are signs of violations; promptly resolving complaints and denunciations against Party organizations and civil servants. Strengthening the leadership role of Party committees and civil servants in mass mobilization work; Grassroots democracy regulations and the emulation movement "Skilled mass mobilization"; administrative reform work; activities of mass organizations, taking care of building strong mass organizations. Strengthening the leadership of Party committees and civil servants in coordinating with heads of agencies, units and enterprise managers to effectively implement the work of preventing and combating corruption, waste and negativity.
