BTO-On the afternoon of April 10, Chairman of the Provincial People's Committee Do Huu Huy had a working session with the Department of Finance on the results of the implementation of the main tasks in the first quarter of 2025 - Directions and tasks in the coming time. Representatives of leaders of relevant departments and branches attended.
After more than 1 month of merging from the Department of Finance and the Department of Planning and Investment, the Department of Finance is currently implementing the 2025 socio-economic development plan with 7 general tasks and 6 specific tasks.
Accordingly, in the first quarter of 2025 , the Department has synchronously and timely implemented, fully advised 100% of the resolutions, conclusions, action programs, work programs, etc. of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, the Provincial People's Committee; continued to implement the plans and action programs of the Provincial People's Committee to implement 6 thematic resolutions of the Provincial Party Executive Committee, term XIV (term 2020-2025).
At the same time, continue to effectively implement the contents of the Binh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050; disburse public investment capital for the first quarter of 2025 of VND 467,809 billion, reaching 9.47% of the capital assigned by the Prime Minister; resolve 1,735/1,808 received dossiers, of which 69 were resolved ahead of schedule, 1,666 were resolved on schedule, and there were no overdue dossiers; collect VND 3,320,149 billion for the state budget, reaching 31.92% of the estimate.
In addition, in the first quarter, the Department of Finance presided over and coordinated with departments and localities to review and inspect 30 projects with slow progress. Thereby, it sanctioned 3 projects; resolved 83 recommendations from enterprises, promoted 2 projects to start construction, 3 projects to put into operation and revoked and terminated the operation of 3 slow-implementing projects. On the other hand, it also completed the dossier to put the Ham Tien - Mui Ne New Commercial and Service Urban Area project (area V) into bidding to select investors according to regulations; implementation time in 2025...
At the meeting, leaders of departments and branches pointed out the difficulties that have prevented the quarterly disbursement target (20% of the capital plan) from being achieved as directed by the Provincial People's Committee; determining specific land prices has not yet met requirements; many projects are delayed in putting into operation; delays in paying salaries and operating expenses of agencies and units after restructuring the apparatus... Mr. Phan The Hanh, Director of the Department of Finance, further analyzed and clarified the reasons for the difficulties and obstacles as well as information on the contents that are being and will be done in the coming time, contributing to ensuring the target of GRDP growth rate in 2025 from 8% or more.
Concluding the meeting, Chairman of the Provincial People's Committee Do Huu Huy acknowledged that the Department of Finance after the merger had a large workload, and the arrangement, implementation and consultation had achieved results. In addition, there were some tasks that were still slow, and finance is the most important sector in the impact of socio-economic development, especially in the second quarter of this year with heavier tasks, so the Department of Finance should further promote its responsibility. Accordingly, the Chairman requested the Department of Finance to carry out the tasks in the coming time.
First of all, do better ideological work to make civil servants and public employees feel secure in their work, focus on solving outstanding issues, and develop detailed plans for each task of the Provincial Party Committee. On the other hand, promptly advise the Provincial People's Committee on response scenarios for growth in the second quarter, because there are currently many impacts such as the US's reciprocal tax policy on Vietnam, which affects businesses exporting to the US market in the province. On the other hand, also develop a growth scenario to avoid dependence on power generation issues by coordinating with the Department of Industry and Trade to advise the Provincial People's Committee leaders promptly and specifically on the power mobilization plan of Vinh Tan Thermal Power Center in April and the quarters of the year.
At the same time, recommend functional sectors, advise the Provincial People's Committee, and accompany enterprises in the plan to handle backlogged power projects in the province to connect to the grid, contributing to budget revenue. At the same time, coordinate with the Southern Tax Department to implement solutions to increase local budget revenue; continue policies to support the development of the private economic sector; regularly review, remove obstacles, and help non-budgetary investment projects come into operation; continue to improve investment promotion activities; make a list of projects calling for investment in all fields; speed up the investment approval process, focusing on both sides of roads 706, 719B, etc.
In addition, before the merger request, the provincial chairman requested the Department of Finance to establish an inspection team to review and guide the work in the spirit of working day and night to promptly settle the projects, ensuring future development.
