Efforts to build homes for the meritorious

In 2013, implementing Decision No. 22/2013/QD-TTg of the Prime Minister (referred to as Decision 22) on implementing support policies for NCC with housing revolution, Tuyen Hoa District People's Committee established a Steering Committee, assigned specific tasks to members; issued documents guiding the People's Committees of communes and towns to organize implementation to ensure progress according to regulations; regularly inspected, urged and reminded localities during the implementation process.

In addition, the District People's Committee also organized a conference to disseminate the content of the decision; directed the People's Committees of communes and towns to coordinate with departments, branches and organizations to effectively carry out propaganda, dissemination and dissemination of policies so that people clearly understand the purpose of the program; conduct surveys, synthesize and make a list to submit to the District People's Committee...

According to Vice Chairman of Tuyen Hoa District People's Committee Ho Vu Thuong, based on the list, the District People's Committee assigned specialized departments to appraise and compile a list of eligible beneficiaries and issue approval decisions for 1,839 households proposed for housing support. After that, the District People's Committee reviewed and added 283 more households, of which 89 were newly built and 194 were repaired, bringing the total number of NCC households approved for housing support to 2,122.

In the period 2013-2019, the whole Tuyen Hoa district built 1,548/2,122 houses for NCC. During the implementation process, 574 households were approved to return capital for various reasons. The total funding to support the construction of houses for NCC according to Decision 22 is 43.1 billion VND from the central and local budgets.

Since 2020, Decision 22 has not been implemented, but the Party committees, authorities, the Union Front of Tuyen Hoa district and philanthropists have combined and utilized various resources to support housing for hundreds of NCC in the area. Recently, the District People's Committee issued Decision No. 58/QD-UBND approving the list of NCC households to be supported under Decision No. 21/2024/QD-TTg (Decision 21) dated November 22, 2024 of the Prime Minister.

Accordingly, the whole district has 350 households of NCC with revolutionaries and martyrs' relatives supported to build houses, of which 68 households are building new houses and 282 households are repairing. Each household is supported with 60 million VND, each household repairing 30 million VND. In addition, the district will mobilize other resources to support 20 million VND for new construction households and 10 million VND for repair households...

Since 2019, Dong Le town has mobilized resources to support many NCCs to build houses. According to Decision 21, the whole town has 60 households who are NCCs with the revolution approved for housing support. New houses are being built, bringing joy and happiness to hundreds of NCCs in the area.

Many meritorious people in Tuyen Hoa district are supported to build houses.

Mr. Le Van Tuc, in Tan Lap sub-district (Dong Le town) excitedly said: “I once participated in the resistance war against the US to save the country and was exposed to toxic chemicals. Seeing that my wife and I were living with a son who was exposed to toxic chemicals in a dilapidated, cramped house, the Party Committee and government at all levels were concerned and supported us with 40 million VND to build a spacious, clean house. Thanks to the new house, every time there is a storm, I feel more secure and no longer have to take shelter at the neighbor's house like before.”

Thanh Hoa commune has over 1,200 families of NCC with the revolution, many of whom are facing housing difficulties. To help NCC subjects stabilize their lives, from 2013 to present, the People's Committee of the commune has mobilized resources to build new and repair 257 houses (of which, 247 houses are from Decision No. 22 and 10 houses are from other sources). Currently, in the commune, there are 2 NCC households that have been approved by the People's Committee of Tuyen Hoa district to build houses according to Decision 21.

During the implementation process, we selected households in difficult circumstances and in urgent need of housing to prioritize support first. In addition, the Commune People's Committee also mobilized additional resources to support and propagate, mobilize people, villages, and benefactors to join hands and contribute to completing housing for NCC".

“Supporting housing construction for NCC with the revolution and martyrs’ relatives who have housing difficulties is a meaningful program to show gratitude to those who have contributed to the country. Therefore, in addition to state budget resources, the locality also combines and integrates other forms of support, such as mobilizing working days from the community, help from organizations and businesses... Thereby, contributing to the early implementation of house construction and completion and putting into use on schedule, reducing the number of NCC households with housing difficulties in the area”, Vice Chairman of the District People's Committee Ho Vu Thuong added.
