Efforts to develop high-tech marine farming

The pilot project to develop high-tech marine aquaculture in Khanh Hoa, approved by the Prime Minister, is expected to promote rapid and sustainable development of the marine aquaculture industry in the province. Therefore, coastal units and localities need to make efforts to quickly implement the tasks assigned by the Provincial People's Committee in implementing this project.

The pilot project to develop high-tech marine aquaculture in Khanh Hoa, approved by the Prime Minister, is expected to promote rapid and sustainable development of the marine aquaculture industry in the province. Therefore, coastal units and localities need to make efforts to quickly implement the tasks assigned by the Provincial People's Committee in implementing this project.

The pilot project to develop high-tech marine aquaculture in Khanh Hoa is identified as a boost to open up the future of marine aquaculture development in the province towards increasing productivity and value of aquaculture, raising farmers' income, solving employment, improving socio-economic conditions, aiming at exporting seafood with high standards, ensuring food safety, meeting the needs of domestic and export markets.

Immediately after the Prime Minister approved the project, the Provincial People's Committee organized the announcement and launched the implementation. The Provincial People's Committee also approved the location, coordinates, and area of ​​the province's sea areas within 3 nautical miles and from 3 to 6 nautical miles for high-tech marine farming. Coastal units and localities have actively deployed and mobilized people and businesses to participate in the conversion and investment in high-tech marine farming.

According to Mr. Nguyen Duy Quang - Director of the Department of Agriculture and Environment, the province is currently continuing to expand the pilot model of high-tech marine farming from the support fund of Thien Tam Fund - Vingroup Group for households (in the period of 2023 - 2025, 80 households will be supported). Specifically, in the 2 years of 2023 - 2024, the province has piloted high-tech marine farming at 10 households in Cam Lap commune (Cam Ranh city); in 2025, it will continue to deploy 70 more households in other localities in the province. To date, 25 households have registered to participate, including: 15 households in Cam Ranh city, 3 households in Cam Lam district, 5 households in Nha Trang city, 2 households in Ninh Hoa town. Of these, 17 households raising marine fish and lobsters in Dam Bay area (Nha Trang city) and Hon Noi area (Cam Lam district) have launched cage systems, raised juveniles and completed procedures to be assigned sea areas and granted licenses for marine aquaculture. Regarding enterprises, 5 enterprises have proposed to invest in high-tech marine aquaculture projects in the province's sea areas, with a total area of ​​about 635 hectares. The Department of Agriculture and Environment has guided 2 enterprises to complete procedures for the State to assign sea areas and grant licenses for high-tech marine aquaculture.

Propaganda and mobilization of people to participate

Among the coastal localities in the province, as of April 9, Van Ninh district has not had any households registered to participate in replicating the pilot model of high-tech marine farming from the support fund of Thien Tam Fund - Vingroup Corporation. According to Mr. Pham Ngoc Luyen - Deputy Head of the Economic, Infrastructure and Urban Department of Van Ninh district , in recent times, the locality has actively promoted and mobilized the coastal fishing community to register to participate in the high-tech marine farming model. Lobster and marine fish farmers in the area also really want to switch from traditional marine farming using wooden cages to marine farming using HDPE cages, applying high technology. However, due to concerns about high initial investment costs, the province has not issued incentive and support policies, so people have not boldly invested.

To encourage and support people and businesses to invest in high-tech marine farming, currently, the Department of Agriculture and Environment is focusing on advising the Provincial People's Committee to issue criteria and classify cages at different levels of standards and technologies suitable for each region, farming area, farming scale, storm-resistant level... to apply to high-tech marine farming in the province. Along with that, it is advising on policies to support people in converting marine cages from traditional materials to new materials; supporting funds to buy accident insurance for workers working on cages and means of marine farming; coordinating with agencies and units to guide and deploy the establishment of high-tech marine farming cooperatives...

At a recent working session with the Department of Agriculture and Environment and coastal localities, Mr. Le Huu Hoang - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Secretary of the Provincial Party Committee emphasized: "The successful implementation of the Pilot Project on developing high-tech marine aquaculture in Khanh Hoa will promote the sustainable development of the marine aquaculture industry, create a breakthrough for growth in the fisheries sector, contributing to promoting the economic growth of the province in the coming time". Therefore, Mr. Le Huu Hoang requested the Department of Agriculture and Environment and departments, branches, and People's Committees of coastal localities in the province to make efforts to implement this project. Units and localities need to closely follow and effectively implement the tasks assigned by the Provincial People's Committee in the Plan to implement the Pilot Project on developing high-tech marine aquaculture in Khanh Hoa. In the immediate future, units and localities need to focus on propaganda and mobilization so that people boldly participate in the transition to high-tech marine aquaculture; guide and facilitate businesses to invest in high-tech marine farming in the province...
